[3ac!yiro~lncl on .ihe homeless: Although the number of homeless people is difficult ro measure accurately, homelessness has become r highly visible issue in the past two decades. It is estimated, for exampI2that a s many as ten million people experienced homelessness in tkz country in the late 1980s alone. A number of causes have been attribute, to this surge in homelessness. Perhaps most important, a booming rzL estate market led to asignificant drop in affordable housing in many are= of the country. In several cities, single-room-occupancy hotels, which ha: long provided cheap Iodging, were demolished or converted into 1usur:apartments. At the same time, new technologies left many unskilled workers jobless. Government policies against detaining the nondangerous mentally ill against their will also played a significant role. (About I quarter of all homeless people are thought to be mentally ill.) Currently. the U.S. Depxcrnent of Health and Human Services estimates that homelessness affects two to three million Americans each year.","PeriodicalId":82100,"journal":{"name":"New England journal of public policy : a journal of the John W.
