The central question driving this research is: How can the government effectively mitigate labor market challenges in Indonesia and Thailand? To answer this question, the study aims to illuminate the interplay of solubility, complexity, scale, divisibility, monetarization, scope, and interdependence attributes within labor market policies. Employing a case study as its primary research strategy, the study analyzes data from diverse sources, including labor force statistics, policy documents, and academic literature. The Indonesian government, driven by the commitment to address the multifaceted challenges of unemployment and skill gaps, has formulated strategic initiatives to increase productivity and competitiveness. Thailand’s School in Factory Programs is an exemplary model, showcasing a comprehensive approach to workforce competence by seamlessly integrating education with industry needs. The analysis extends to the broader context of population policies, drawing valuable lessons from the Republic of South Korea. The success of South Korea’s population policy highlights the relevance of principles such as New Public Management (NPM), New Public Governance (NPG), and New Public Service (NPS). These principles are subsequently intertwined with the Indonesian and Thai cases, providing a comprehensive understanding of governance dynamics within the context of population and employment strategies.","PeriodicalId":514615,"journal":{"name":"Journal of Policy Studies","volume":"40 10","pages":""},"PeriodicalIF":0.0,"publicationDate":"2024-03-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"140357834","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This study utilizes the system GMM model in dynamic panel analysis to control for the endogeneity inherent in fiscal institutions. This study is distinctive from the previous researches in the following aspects: ① It indices the levels of fiscal rules and independent fiscal institutions, ② Furthermore, it includes an interaction term between the level of fiscal rule and the level of independent fiscal institutions, ③ It analyzes the type of fiscal rules that affects fiscal soundness effectively. The study finds the followings: First, the level of fiscal rules has a positive (+) impact on the fiscal balance. Second, among fiscal rule types, the level of expenditure rule has a positive (+) impact on the fiscal balance. Third, the interaction term between the level of expenditure rule and the level of independent fiscal institutions has a positive (+) impact on the fiscal balance. The implications of this study are as follows: Countries with strict fiscal rules tend to reduce fiscal deficits, and among various fiscal rule types, expenditure rule has a significant impact on fiscal soundness improvement. Moreover, it was confirmed that countries with well-established expenditure rule experience an increased impact on fiscal soundness when activating independent fiscal institutions.","PeriodicalId":514615,"journal":{"name":"Journal of Policy Studies","volume":"12 3","pages":""},"PeriodicalIF":0.0,"publicationDate":"2024-03-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"140359739","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Salleh, Masoud Yahoo, Nor Ghani Bin Md Nor, Riayati Ahmad","doi":"10.52372/jps39103","DOIUrl":"https://doi.org/10.52372/jps39103","url":null,"abstract":"Due to the increasing trend in prices for food and energy products in global markets, subsidy removal and complementary policies have received significant attention in recent years. Critics of subsidy removal express concerns about the potential negative effects on the economy, including impacts on GDP, employment, household welfare, and production sectors. This has led to worries among majority economic policy-making bodies regarding potential social unrest, particularly its impact on low-income households. Therefore, there exists a debate in the literature on the potential impacts of subsidy removal. This study aims to provide a comprehensive overview of the impacts of subsidy removal policies and related subjects using the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA). The main research question is, ‘Do subsidy removal schemes necessarily lead to economic distortions?’ The results indicate that impacts on the economy and household indicators are more explored than the influences on government and industry. The magnitude of these impacts varies depending on the types of subsidies and the extent of subsidy reduction. Considerable attention has been given to the impact of energy subsidy removal in Asian developing countries, while there is a lack of studies on other subsidized products and developed countries. Governments are advised to investigate their unique internal policy dynamics while considering external environments.","PeriodicalId":514615,"journal":{"name":"Journal of Policy Studies","volume":"21 21","pages":""},"PeriodicalIF":0.0,"publicationDate":"2024-03-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"140358695","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

A literature review was initially conducted to establish variables and dimensions. Subsequently, interviews were conducted with nine individuals involved in public procurement across three agencies in Indonesia with different achievement grades for policy implementation. The interview results were analyzed to produce salient themes as the operationalized result of beyond-compliance behavior. This study found that beyond-compliance behavior had a more diffuse impact on stakeholders than compliance behavior. This study introduced the concept of beyond-compliance behavior to assessing policy implementation. The results also provided valuable insights for procurement policy management.","PeriodicalId":514615,"journal":{"name":"Journal of Policy Studies","volume":"11 5","pages":""},"PeriodicalIF":0.0,"publicationDate":"2024-03-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"140358999","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
