The article presents the hypothesis: the role of the commander in ensuring the safety of people is planning, organizing and managing his subordinate security personnel. The person of the security commander is important in ensuring the safety of the protected persons. The work uses a qualitative research method: analysis and criticism of articles on the subject. The conducted research shows that the security commander, as the most experienced employee with appropriate knowledge and character traits, assigns security personnel appropriate tasks while ensuring the protection of persons, and also determines the rules of their cooperation. The actions taken, as well as the type and form of protection depend on the commander’s decision. The tasks performed by the security commander are of great importance in ensuring the safety of the protected person. The research carried out in the article allows to confirm the hypothesis. The security commander is responsible for planning the method of protecting an important person, organizing security and managing the activities of security personnel. The role of the security commander in ensuring security is important, therefore it is important to focus on the suitability of a given person for this position. The work presents the tasks of the security commander. The analysis of these aspects allows to broaden the knowledge of the tasks of the security commander during personal protection, his psycho-physical predispositions and command styles. Therefore, representatives of this formation should avoid behaviour that could deprive it of its credibility and undermine its authority in the eyes of the public opinion, especially since many powers granted to the Police allow it to interfere with the sphere of civic freedoms and rights. The right of citizens to submit complaints about actions of the Police officers is primarily aimed at enabling them to exercise specific control over those decisions of the Police officers which, in the opinion of the public, require verification.The aim of the article is to present the topics related to the procedure of submitting and examining complaints against decisions of the Police officers.In order to discuss the issue of complaints, applicable legal provisions, official guidelines and scientific literature were analysed.Citizens place high demands on the Police in taking action aimed at ensuring their safety. By enforcing the implementation of this obligation, they impose on the Police the need for a thorough analysis of all aspects of this issue. Such an example of the use of political terrorism was Sicarii, a Jewish sect operating in Palestineand Egypt in the years 66-73 CE. Almost all information about this group comes from Flavius Josephus, a Roman historian of Jewish origin. The term sicarii itself has a Latin etymology and means murderers or assassins. It appeared in legal Latin in 81 BCE together with the Act Lex Cornelia de sicariis et veneficis, which was one of the first legal regulations in the field of serious organized crime. The Sicarii, however, fought in their own country with the intention of liberating it from the rule of a foreign power, Rome. Using the available source materials, the authors analyzed a typical attack made by Sicarii and confronted it with the achievements of modern forensics and experience in the field of secret services. This made it possible to establish the conditions that had to be met for such an attack. The analysis describes and evaluates the overall EU’s approach in all areas of EU engagement in this domain, towards the subject of effective mandate implementation of civilian CSDP Missions with the protection of cultural assets in their field of operation. The concluding remarks compare achievements and shortcomings of ongoing missions against their mandates and objectives, outlining some selected EU initiatives which aim at improving the EU’s performance and propose further steps in the protection of cultural heritage.The EU has contributed to reconstruction, restauration or revitalisation of cultural heritage affected by recent conflicts and crises in Libya, Iraq, Yemen, promoting at the same time social cohesion, new job creation and reconciliation. Part of recovery processes, the projects in Cameroon, Somalia, Israel, Occupied Palestinian Territory, Kosovo, Republic of Moldova, etc. have contributed to improved inter-community trust through cultural heritage protection. Resent Russian invasion of Ukraine, which has caused thousands of deaths and major economic damages, brought destruction of civilian infrastructure and considerably affected cultural heritage. Monuments, museums, archaeological sides and archives, etc. were fully destroyed or brutally damaged. The important content includes the last section, which presents the withdrawal from crime, focuses on actions that affect the final transformation of prisoners. Refraining from committing torts increases the sense of security among citizens and thus contributesto greater security for the country. It was then that the world, used to constant cheap supplies of energy resources, experienced how easy it can be to deprive a given country of access to raw materials. The then-functioning organizations related to the energy sector were looking for ways to ensure the continuity of supplies while maintaining reasonable prices from an economic point of view. It was also noticed then that the country’s energy economy cannot be based solely on one raw material, and these countries began to diversify their own energy baskets. This allowed for the improvement of old technologies and the development of new ones. Thanks to these events, energy obtained from renewable energy sources and nuclear power plants began to gain in importance.
