Historical background of migration can be traced as far back as the existence of man, most especially when man desired to go in search of food during various famine seasons. Virtually all individuals and nation states have one or two traces of migration history mostly influenced by two factors these are the “Pull” and “Push” factors. Nevertheless, as societies continue to advance, migration is triggered by various factors such as the search for greener pasture, migration emanating from internal insecurity, among others, which adverse impact on national security in Nigeria and Africa at large. National security is essential for internal protection against any potential threat to national security and sovereignty of a nation-state. The study adopted Rational Choice Decision Making Theory as its theoretical construct.The study adopted a triangulation method of data-gathering techniques. The population of the study was a total of 400 questions were randomly distributed among staffers and sexes in International Organization for Migration (IOM), Nigeria Correctional Service (NCS), Nigeria Customs Service (NCS), National Drug Law Enforcement Agency (NDLEA), and Nigeria Immigration Service (NIS), Nigerians in Diaspora Commission (NIDCOM), Nigerian Navy (NN), and General public. The analysis of primary data produced through a questionnaire was tested with descriptive statistical methods. The content analysis was used in the interpretation of secondary data. The study unraveled that the causes of international migration differ from individual to individual and from community to community, which include famine, drought, low agricultural productivity, and unemployment. The basic thrust of this paper is to x-ray local government as an effective tool for the socio-political and economic development of the southeast. The paper utilized the secondary method of data collection and adopted descriptive analysis. It further adopted the Administrative decentralization theory. The contributions of women participation in the Nigerian politics following the country’s return to democracy in 1999 has brought into new focus, questions about the factors hindering women’s political participation in the country. Twenty-four years (1999–2023) after the transfer of power from the military regime to a civilian democratic administration, women still remain at the side-line of Nigeria’s politics, hence the need to undertake a study on hurdle and amelioration of women’s involvement and participation in politics. There are several constraints to women’s participation in Nigerian politics, which includes cultural and social norms, lack of access to education and resources, political violence, thuggery, discrimination etc.to mention a few. The under representation of women in political participation gained root due to the patriarchal practice inherent in our society, much of which were obvious from the pre-colonial era till date. The study recommended that to gain the necessary leadership qualities, women should choose to pursue positions of leadership in both the public and private sectors and should educate themselves to the highest levels. To reduce illiteracy and prepare female students for future leadership duties, parents, especially those in rural areas, should be urged to enrol their female children in school. FIDA, since its inception, has been involved in managing domestic violence against women in various communities. Domestic violence comes in different forms which can be verbal, physical, religious, economic or threats thereof; sexual abuse; emotional abuse; controlling or domineering; intimidation; stalking; passive/covert abuse, and economic deprivation. Definition, awareness, perception and documentation of domestic violence vary widely from place to place and have changed over time. Presently, domestic violence has become so common, but underreported because of cultural support. The study adopted feminist theory as its theoretical construct. The study relied on a triangulation method as a data-gathering technique. The analysis of primary data was produced through a structured questionnaire. The content analysis technique was used in the secondary data. The study unravelled that the culture of patriarchy, male chauvinism and anarchy has undermined the rights of women and the outcome of this is the exploitation and marginalization of women in the affairs of development both in the private and public spheres. Primary data utilised for this study include a structured set of questionnaires and a key informant interview. The sampling technique adopted for the study was the purposive sampling method, hence only those with adequate knowledge of the subject matter were interviewed. Three senatorial zones were purposively selected for detailed investigation and generalisation. These include the South senatorial zone, Central senatorial zone and North senatorial zone. Also, the Headquarters (HQs) OPSH, Sectors and Forward Operation Basaa (FOBs) were selected in each senatorial zone for detailed investigation and these include; Wase FOB, Shendam FOB (South senatorial Zone), Barkin Ladi (Sector 4), Bassa (Sector 3) (North senatorial zone) and Bokkos (sector 5), Mangu (FOB) (Central senatorial zone). 400 copies of structured questionnaires were administered but 395 copies were retrieved and were used for analysis using SPSS. Analysis of data were both quantitative and qualitative. Findings from the study revealed that the State is bedevilled with new dimension of security threats which were not experienced in the past such as banditry, armed robbery, selective killings, kidnappings, farmers-herders clashes and raiding of towns and villages. Findings from the study also revealed that the Nigerian Military OPSH is responsive to the current security threats bedevilling the State. The study also revealed that the Nigerian military OPSH is faced with lots of challenges such as lack of manpower, logistics and modern equipment to ease their operations. Abraham ORHERO","doi":"10.56201/jpslr.v9.no1.2023.pg25.40","DOIUrl":"https://doi.org/10.56201/jpslr.v9.no1.2023.pg25.40","url":null,"abstract":"The intended coordinate jurisdiction with the International Criminal Court (ICC) and African Court of Justice and Human Rights (ACJHR) adopted by the Malabo Protocol 2014, and which called on all African Union (A.U) State parties to sign and ratify same, inarguably, raised questions concerning its prospects and challenges to the development of international criminal justice system. This study, therefore, argues that this development may undermine the universality of the Protocol of the International Criminal Court (ICC) and encumbered extradition processes in Africa if the coordinate jurisdiction to entertain cases relating to the contravention of the provisions of the international humanitarian laws, especially those that are related to violations of peoples’ rights which is a commonplace in the continent of Africa is sustained. It also argues that if properly managed it may also enhance the implementation of international extradition processes in Africa. To achieve its specific objectives, this study adopted historical research design relying mainly on secondary source of data. The Ogbakiri crisis was occasioned by an unsettled inter-village crisis between mainly two villages-Rumuoro-Ogbakiri and Odohua-Ogbakiri. However, the conflict escalated and spread to six villages that make up Ogbakiri Community. The study aimed at investigating the process and methods adopted in the restoration of sustainable peace among the eight communities in the Ogbakiri community. This study adopted the triangulation method of data-gathering techniques. The primary data were sourced through questionnaires and interviews. The secondary data were sourced through newspaper publications, journals and the Internet. The study unravelled that the cause of the Ogbakiri crisis was a clash of historical differences and an internal conflict between the eight villages. It was a most dreadful brutality which distorted and greatly disorganized the cultural bond of the people. All these were systematically orchestrated to achieve an economic objective. In fact, those who set out for colonialist imperialism in Africa and indeed Nigeria, were not engaged in an act of civilization nor the spread of enlightenment spirit. One of the lasting legacies of colonialism in Nigeria is the church. It was the handmaiden of colonialism that softened the mind of the people to embrace the values and ethos of capitalist imperialism. The spread of this consciousness was facilitated by western education. Education became a tool to enter and embrace the world of ‘civilization’. This study seeks to examine the role of the church in Nigeria, particularly in Iwhuruohna. It is a qualitative study and data collection relied solely on secondary sources. These include a review of existing literature, journals, magazines and visit to some research institutes like the Centre for Black and African Arts and Culture in Lagos and Claude Ake School of Government in University of Port Harcourt, Choba. It was discovered that contrary to ex isting position, the church has played significant roles in Nigeria and Iwhuruohna, especially in the production of human capital that have immensely facilitated, the development agenda in Iwhuruohna Ethnicity Nationality (IEN). Rt. Rev. V.A. Ogbonna, Bishop of Ikwerre Diocese of the Christ Army Church is one of such products of the church. Such history is often laden with indices of practices abhorred in other progressive and relatively peaceful states. Nigeria has become infamous for her retarded growth when placed side by side with other developing countries. The reasons for these are not in the blues rather are seen in the day to day activities of an average Nigerian not to mention the seeming institutionalization of decadence in the political structure and polity. This article is anchored on the elite theory so as to plausibly explain this precarious situation. The methodology employed is mainly the analysis of secondary data from journals, literature and documentaries, while also carrying out relevant empirical review. Findings revealed that Nigeria as an entity has experienced in good measure and at a very high rate the characteristics of a failed state some of which include lack of adequate security, corruption, human rights violation, lack of development, weak governance, poor administration, enduring social tensions, violent conflicts, ruins or memories of a civil war, lack of respect for rule of law and loss of legitimacy.
