 Abstrak
 Pemberdayaan Usaha Mikro, Kecil dan Menengah (UMKM) sangat penting untuk meningkatkan ekonomi lokal. Namun, masih banyak kendala dan permasalahan dalam pemberdayaan UMKM di Indonesia. Salah satu contoh yang relavan adalah minimnya pemberdayaan UMKM di daerah kelurahan Baratajaya. Pada Perda Kota Surabaya Nomor 01 Tahun 2021 Tentang Pemberdayaan Usaha Mikro pada pasal 1 ayat 10 merupakan perancangan yang di buat untuk menyusun rangkaian pemberdayaan UMKM di daerah kota Surabaya. Kelurahan Baratajaya di pilih sebagai salah satu sampling yang menerapkan kebijakan pemberdayaan UMKM tersebut. Untuk mengukur penerapan evaluasi pemberdayaan tersebut maka di gunakanlah teori Wiliiam Dunn dengan melihat indikator efektivitas, efesiensi,kecukupan,pemerataan,responsivitas, ketepatan. Penelitian menggunakan jenis kualitatif yang berbentuk deskriptif. Hasil penelitian ini di peroleh dari Kelurahan Baratajaya menunjukan bahwa modal yang di berikan pemerintah tidak merata, kurangnya respon masyarakat dalam mengikuti sosialisasi dan pelatihan, tempat pemasaran yang kurang strategis. Kurangnya pemberdayaan UMKM berdampak pada rendahnya produktivitas, rendahnya mutu produk, dan rendahnya daya saing produk UMKM di pasar. Selain itu, UMKM juga seringkali kesulitan dalam memenuhi standar kualitas produk dan tuntutan pasar yang semakin meningkat.

Of course, Pemko continues to encourage local economic growth through micro, small and medium enterprises. This can be seen from the number of business units in the city of Tanjungpinang which continues to increase every year. It was recorded that in 2019-2022 there were 997 IKMs with various types of businesses including 670 food IKMs, 165 clothing IKMs, 68 crafts IKMs, and 94 other types of business IKMs. Because so far the IKM sector has proven its important role in making a significant contribution to the economy of the city of Tanjungpinang. In line with that, from 2019-2022, the number of workers who received competition-based training reached 359 people. The aim of this research is to find out the Role of the Department of Trade and Industry in Promoting Small and Medium Industries (IKM) in Tanjungpinang City in 2022 by using Ndraha Labolo's theory. The method used is a qualitative research method with as many as 7 informants and uses techniques and data collection in the form of interviews, observation and documentation. The results of this study show that the role of the Trade and Industry Office of the City of Tanjungpinang as a regulator is regulated in Mayor Regulation No. 39 of 2016 concerning Description of the Main Tasks and Organizational Functions and Work Procedures of the Office of Trade and Industry of the City of Tanjungpinang. The role played by the Trade and Industry Office of Tanjungpinang City as a dynamic in advancing the Small and Medium Industries (IKM), namely by providing training, coaching to the Small and Medium Industries (IKM) so that difficulties in obtaining business licenses and obtaining halal certificates can be resolved easily by using PTSP. The role of the Government as a facilitator for Small and Medium Industries (IKM), namely by providing promotion space for Small and Medium Industries (IKM) as well as in obtaining halal certification, the Government's Department of Trade and Industry has facilitated the issuance of halal certification from BPOM.

Thie analysis used the perspective of a Marxist class state, namely the existence of social classes in society, regarding the existence of social class divisions that arise from the existence of modes of production, as controllers of the production system (owners of capital) and producers who provide direct services for the dominant class (workers). Karl Marx (1818-1883) saw that actually the main actors who play an important role in the survival of a society are social classes. The alienation experienced by humans is actually the result of the oppression of one class by another class. To eliminate these exploitative actions, Karl Marx put forward a class struggle or revolution. Karl Marx believed that the classes that were formed in a society could be removed by this revolution so that justice could be upheld. The purpose of this study is to see and find out the perspective of country class put forward by Marx on how a country fulfills its responsibilities in terms of health services, namely health insurance. Salah satu terobosan baru untuk meningktakan kualitas pelayanan publik yang diberikan oleh Dispendukcapil Kota Surabaya yaitu dengan adanya program Klampid dalam pelayanan administrasi kependudukan khususnya pembuatan akta kelahiran. Penelitian ini bertujuan untuk menganalisis keberhasilan inovasi Klampid dalam meningkatkan pelayanan administrasi kependudukan pembuatan akta kelahiran di Kelurahan Baratajaya Kota Surabaya. Jenis penelitian yang digunakan yaitu dengan menggunakan metode kualitatif deskriptif. Sedangkan fokus penelitian menggunakan teori E-Government menurut Harvard JFK School yang memiliki 3 elemen yaitu yaitu Support (dukungan), Value (nilai), dan Capacity (kemampuan). Hasil dari penelitian ini menunjukkan bahwa pelaksanaan Klampid dalam pembuatan akta kelahiran sudah berjalan dengan baik, dan optimal karena masyarakat dapat merasakan manfaat dari adanya Klampid ini memberikan pelayanan yang mudah, cepat, dan tidak membutuhkan biaya apapun. Penelitian ini bertujuan untuk mengetahui implementasi kebijakan, jumlah perumahan dan permukiman yang belum menyerahkan prasarana, sarana, dan utilitas, dan faktor penghambat implementasi kebijakan. Penelitian ini menggunakan metode penelitian deskriptif kualitatif dengan teknik pengumpulan data berdasarkan observasi, wawancara dan dokumentasi. Penelitian ini menggunakan teori model implementasi kebijakan oleh Merilee S Grindle. Hasil dari penelitian ini menunjukkan bahwa Pemerintah Kota Tanjungpinang belum bertanggung jawab dalam melaksanakan kewajibannya terkait dengan prasarana, sarana, dan utilitas perumahan dan permukiman di Kota Tanjungpinang ini karena masih kurangnya pengawasan terhadap pembangunan-pembangunan perumahan yang ada di Kota Tanjungpinang yang mengakibatkan banyak terjadinya ketidaksesuaian site plan awal dengan pembangunan akhir perumahan, sedangkan yang memberikan izin untuk membangun perumahan tersebut adalah Pemerintah Kota Tanjungpinang itu sendiri, kemudian kurang tegasnya Pemerintah Kota Tanjungpinang terhadap developer-developer yang tidak membangun sesuai peraturan. Kemudian masih banyak developer perumahan maupun permukiman di Kota Tanjungpinang yang belum menyerahkan prasarana, sarana, dan utilitas dengan berbagai faktor penghambat seperti developer yang menggadai sertifikat utama perumahan tersebut, developer tidak membangun perumahan sesuai dengan site plan yang disetujui di awal. Selanjutnya untuk isi kebijakan masih terlalu kaku sehingga pelaksanaan kebijakan tidak sesuai dengan isi kebijakan itu sendiri, lalu lingkungan kebijakan sudah menunjukkan responsivitas maupun penguasa yang demokratis dan partisipatif. Jumlah perumahan yang sudah menyerahkan prasarana, sarana, dan utilitas perumahan dan permukiman kepada Pemerintah Kota Tanjungpinang sebanyak 13 perumahan, sedangkan yang belum menyerahkan sebanyak 262 perumahan dari total 275 perumahan yang telah disurvei oleh Dinas Perkim. \u0000Kata Kunci: Prasarana, sarana, dan utilitas, Perumahan, Developer. \u0000Abstract Many housing developers have not submitted infrastructure, facilities, and utilities to the city government. This research aims to find out the policy implementation, the number of housing and settlements that have not submitted infrastructure, facilities, and utilities, and the factors inhibiting policy implementation. This research uses descriptive qualitative research methods with data collection techniques based on observation, interviews and documentation. Adapun tujuan penelitian ini adalah untuk mengetahui apa bentuk pelanggaran yang tercatat di Bawaslu Kota Palembang dan mengetahui mekanisme penangganan pelanggaran yang dilakukan oleh Bawaslu Kota Palembang pada pemilihan umum tahun 2019. Objek dalam penelitian ini yaitu bentuk-bentuk pelanggaran yang dilakukan oleh peserta pemilu pada pilpres 2019 di Kota Palembang. Subjek penelitian adalah Bawaslu Kota Palembang. Teori yang yang digunakan adalah teori Thomas Tokan Pureklolon (Pureklolon, 2020, p. 54) mengenai Perilaku Politik dan Etika berkaitan dengan norma moral, yaitu norma untuk mengukur benar-salahnya tindakan manusia juga ilmu yang membahas tentang ajaran moral tertentu atau bagaimana kita harus bertanggung jawab dengan berbagai ajaran moral. Metode penelitian yang digunakan adalah pendekatan kualitatif dan penelitian lapangan. Hasil penelitian ini menunjukkan bahwa bentuk pelanggaran pemilihan umum tahun 2019 ada 4 macam yaitu pelanggaran Administratif, pelanggaran Kode Etik, pelanggaran peraturan perundang-undangan lainnya (termasuklah netralitas ASN, TNI dan Polri, KPU hingga sampai jajaran dibawahnya) dan pelanggaran tindak pidana. Pelaksanaan peran Bawaslu Kota Palembang pada penanganan pelanggaran pemilihan umum terhadap kasus pelanggaran pemilihan umum tahun 2019 melalui tahapan penerimaan laporan, pengkajian laporan dan melakukan sidang acara cepat serta persidangan pada umumnya.
