However, some characteristics of e-government, including top-down delivery, and the fact that e-government development is useful for acquiring internal and external legitimacy, suggest that e-government can be developed as one of the tools for legitimization in autocratic countries. In particular, it can be logically inferred that closed autocratic countries, which lack legitimacy compared with democracies, will have a more significant impact on e-government development. This ideology of Kazakh national freedom was promoted in earnest in the early 20th century with the creation of the first modern national political party called the Alash, but ethnic intellectuals within the Alash also worked to modernise and revive Kazakh national ideology in a variety of areas, including freedom of speech and assembly, human rights, women's issues, labour rights, and education, all of which are important issues in modern society. For this purpose, this study first arranges the main motifs and events in the novel to understand the overall narrative and process of intensification and development of conflict between characters. The various narrative techniques, linguistic discourses and symbols used by the author to describe the conflict are dealt with in this study. {"title":"A Study on the State Administration of the Hajj in Medieval Islam: from the Rashidun Caliphate to the Late Abbasid Era","authors":"Neung-Woo Kim","doi":"10.52891/jmea.2023.22.2.93","DOIUrl":"https://doi.org/10.52891/jmea.2023.22.2.93","url":null,"abstract":"This paper examines the management measures taken by Islamic states from the Rashidun Caliphate to the late Abbasid era in order to protect Muslims during their pilgrimage and assist them in successfully performing Ḥajj rites in Mecca. The states were responsible for the maintenance and administration of facilities in Mecca and Medina, the construction of Ḥajj roads leading to Mecca, the safety of pilgrims, and the provision of water. The construction of 'Zubaydah Road' and the organization of pilgrimage groups ensured speedy and safe travel, while the installation of water supply facilities in Mecca and along the travel routes served to alleviate water shortages. Furthermore. China utilizes this solidarity to achieve a soft balancing against the existing Western-centered international order. The subjects of analysis were nine declarations/joint statements uploaded on the official website of the China-Arab States Cooperation Forum (2004 to 2020), and research method is content analysis.
