The modern world has been teetering on the edge of a global energy crisis in recent years. It is somewhat paradoxical that such a situation is largely provoked by the policy of a number of leading states (primarily European ones) aimed at abandoning carbon and nuclear energy. On the other hand, it is the accelerated growth of investments in the development of generating capacities using solar and wind energy that is considered as a way to overcome the crisis and achieve energy security. The fourth energy transition, associated with the widespread use of renewable energy sources, represents a definite challenge for the Russian economy both from a technological point of view and from the position of the export–import balance. The main conclusions of the study are that the fourth energy transition, associated with the widespread use of renewable energy sources, represents a definite challenge for the Russian economy both from a technological point of view and from the position of the export-import balance. With a competent energy policy, Russia has every chance to pass the stage of the fourth energy transition in a balanced and gradual manner: without going to the extremes of the \"green agenda\" and not lagging technologically behind the leading countries of the world, combining the tasks of providing the state's economy with cheap energy with new technological breakthroughs. which will allow the country to maintain economic stability, even in the event of a global change in the technical and economic structure.","PeriodicalId":478451,"journal":{"name":"Politika i obŝestvo","volume":"27 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-04-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135772825","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This study uses a parallel analysis of various events (legal, political, and economic ones) in the regulation of the extraction of space resources, as well as relevant legal acts. The studied sources are relevant acts of international and national space law, \"gray\" literature, and Russian and foreign publications. The transformation of international ideas about the possibility of national and/or private appropriation of space resources is proposed to be considered not only based on an analysis of norms and doctrine but also by considering various countries' institutional changes and technological achievements. The theoretical question of ownership of extraterrestrial resources and territories, discussed since the early 1960s, has moved from the distant future to the present. The current international space law seems insufficiently unambiguous for private companies and therefore requires clarification. However, the pace of modernizing international law lags behind the needs of the development of the space economy and needs to meet the interests of space investors and entrepreneurs. It is concluded that the chain of events of 2014–2022 testifies to the concerted actions of a group of countries aimed at deliberately forming an international legal custom—the source of international space law. It is shown that the adoption of a universal decision shared by all states in the field of space resources is hampered by the existence of equally significant but competing legal principles. Today, economic challenges are decisive in developing international space law: legal certainty in the extraction of space resources is necessary to ensure the economic priority and competitiveness of technologically advanced states in space.","PeriodicalId":478451,"journal":{"name":"Politika i obŝestvo","volume":"474 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135529215","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

There is also complexity and ambiguity in understanding the legal category of \"public order\" because this institution is not a definitively regulated area of law enforcement in the modern legal order. This article’s research object is the social relations arising through the activities of arbitration courts in international commercial turnover. This work aims to identify the procedures, mechanisms, and features of applying the public policy clause in recognizing and enforcing international commercial arbitration decisions. When writing this article, both general scientific research methods, including analysis, synthesis, deduction, and induction, and special methods of cognition, such as comparative legal and descriptive methods, were used. One of the main methods in this work is comparative law, as it helps identify the similarities and differences of the legal systems under consideration, which are the subject of the study. The novelty lies in consideration of the correlation of issues concerning the legal nature of \"public order,\" as well as the analysis of cases related to the procedure of refusal to recognize and enforce decisions of international commercial arbitration in the territory of a foreign state based on contradiction to public order. In the course of the study, the following conclusions were made. The complex problems that have formed in this area are almost impossible to solve by signing and putting into effect a single normative legal act at an international level. The list of cases applying this legal category in arbitration activities is non-exhaustive. The public policy clause is one of the most important components of the institutions of private international law. The institution of public order has an extraordinary character in the decisions of international commercial arbitration.","PeriodicalId":478451,"journal":{"name":"Politika i obŝestvo","volume":"68 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135529216","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The subject of the study was the CEC of Russia’s communication strategy and presence on selected social networks. An analysis of the actors influencing its creation and implementation was carried out, as well as a study of the audience (target and real) for which information is produced and the formats of interaction with it. When writing the work, the author used the method of content analysis and Integrum monitoring systems to collect statistical information about the reactions of Russian Internet users to the activities of the CEC of Russia. Due to the development of social media algorithms and the increase in their users, there is a request for research describing current processes and changes in society. The specificity of modern society is that there is a formal erasure of borders and simplification of interaction between the state and the citizen, while it is implied that this process is mutually beneficial. The authorities are gaining new tools to influence citizens and new opportunities to form a positive image. Citizens have received a channel to express opinions and direct dialogue with the authorities, especially with regard to expressing dissatisfaction with the government's response to society’s social and political demands.","PeriodicalId":478451,"journal":{"name":"Politika i obŝestvo","volume":"11 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-02-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135146855","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

An assessment is given on the adoption of legislation for both states and joint coordinated measures aimed at reducing and eliminating negative trends associated with environmental degradation in Russia and China. The features of the Russian Federation and the People's Republic of China's influence on state environmental policies on environmental issues are described. The analysis of the state of legality in enforcing environmental legislation and the effectiveness of legal means used in implementing prosecutorial supervision in this area is carried out. Empirical, statistical, and scientific information is provided on how the prosecutor's offices of the Russian Federation and the People's Republic of China participate in the formation of methods and tools of national environmental policies that are of a state nature and carry out their activities mainly in legal forms using complex mechanisms of legal regulation. The proposed article compares the concepts of sustainable development in force in Russia and the People's Republic of China based on generally recognized environmental standards by the international community, which have been ratified in the legislation of the countries under consideration, and analyzes the problems and areas of improvement of Russian and Chinese environmental legislation.","PeriodicalId":478451,"journal":{"name":"Politika i obŝestvo","volume":"3 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-02-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135146856","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The topic's relevance is due to the universal digitalization of public relations, including the sphere of public administration. E-government is a new format of interaction between the state and society based on the use of modern information and communication technologies, which needs theoretical justification. The methods of scientific analysis and synthesis, deduction, and induction, as well as methods of description, comparison, and analysis of secondary data, are used in the work. The article reflects on the issue of the development of e-government in Russia. The object of this study is the social relations that arise during the creation and functioning of the e-government system. The author formulates the conclusion that e-government in the Russian Federation is in continuous development and is also an important tool for the development of the digital economy, which requires a revision of the digital skills of civil servants. At the moment, there is already a trend toward training personnel for digital public administration. It is revealed that in the Russian Federation, e-government, which is an important tool for the development of the digital economy, is in continuous development. There is already a tendency to transition to electronic records. To get the maximum benefit from digital transformations in public administration, a new approach to the formation of the competencies of a modern civil servant is required because the lack of the necessary level of training can serve as a serious barrier to improving the efficiency of public administration. Information technologies are dynamic and rapidly undergoing changes. As a result, the existing requirements for civil servants cease to be relevant in the period of digital transformation. The legislation of the Russian Federation defines that the requirements for the knowledge, skills, and skills of civil servants are established by official regulations. Therefore, the competence model should be adapted for each specific position, taking into account the specifics of the activities of the authority.","PeriodicalId":478451,"journal":{"name":"Politika i obŝestvo","volume":"14 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"136216923","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
