The implementation of intellectual property and non-property rights is regulated by Russian law. One of the important components of intellectual property (IP) management is its commercialization. It is possible to assess the value of IP through an objective analysis of projects and their parameters, including financial components. Commercialization of IP is carried out through the mechanisms of alienation and disposal by companies of their intellectual assets in order to obtain commercial benefits. One of the ways to dispose of rights is to conclude license agreements on granting the right to use protected intellectual property. The validity of a license agreement depends on the presence in the compensated license agreement of a condition on the amount and procedure for paying remuneration. Payment of remuneration may be provided in the form of one-time payments (lump payment), periodic interest deductions (royalties) or in another form. Payments in the form of royalties are most in the interests of the right holder. The calculation of the royalty rate is methodologically not regulated at the legislative level and is the most controversial issue when concluding license agreements. The development of methodological approaches to determining the royalty rate makes it possible to increase the justification of the costs of project implementation. The article describes the existing methodological approaches to the calculation of a fair royalty rate, analytical tools for determining standard royalty rates, and the values of recommended royalty rates in the oil and gas industry.","PeriodicalId":478128,"journal":{"name":"Naučnye issledovaniâ i razrabotki","volume":"23 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-09-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135867669","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The article presents a critical understanding of the horizons of the established theory, traditionally used in the practice of project analysis, and a description of techniques that contribute to improving the quality of project anal-ysis. Special attention is paid to the mechanisms of taking into account the subjective perceptions of the investor, which complicate the classical scheme of choice and decision-making in various information conditions. A set of criteria for the analysis of projects has been constructed, which has features of relative simplicity and universality, and consists of nine positive criteria that have received a meaningful interpretation. The set of criteria is open for expansion by adding special criteria specific to the subject areas of the analyzed projects. The presented approaches to making a decision on choosing a project in the conditions of multi-criteria optimization allow us to use the achievements of modern economics as a science of human behavior in the real practice of analyzing projects.","PeriodicalId":478128,"journal":{"name":"Naučnye issledovaniâ i razrabotki","volume":"27 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-09-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135867670","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Current events show that the world order is being transformed, the structure and mechanisms of the global economy are changing. There is a qualitative change in the competitive environment and differentiation of states in the global space. In the article particular attention is paid to the situation with the alleged “default” of the Russian Federation on its obligations to foreign investors caused by sanctions in 2022. The possible consequences of the voluntary blocking of payments by creditors are considered and the effect of these events on economic, financial and monetary policy in Russia are analyzed.","PeriodicalId":478128,"journal":{"name":"Naučnye issledovaniâ i razrabotki","volume":"37 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-09-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135924729","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The lack of uniformity in approaches to strategic risks definition and identification processes were indicated during this research. The authors propose a formal approach to identify strategic risks and analyze their impact on the key performance in-dicators of oil and gas projects, based on the chain of strategic risks reflect-ing the causal relationship of its elements: factors of strategic challenges, strategic challenges, strategic threats (prospects), strategic risks (opportu-nities), consequences of strategic risks (opportunities) implementation. The impact of strategic risks on the key performance indicators of oil and gas projects is assessed through the comparison of the consequences after strategic risks implementation and key performance indicators of projects. This approach could be integrated into the risk management system of oil and gas companies at the level of strategic management, highlighting the following steps: collection and systematization of primary information about trends in the external environment; formation of strategic risk chains; impact analysis after strategic risks implementation on the key performance indica-tors of oil and gas projects.","PeriodicalId":478128,"journal":{"name":"Naučnye issledovaniâ i razrabotki","volume":"27 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-09-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135867671","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
