This indicator is influenced not only by internal factors that depend on the enterprise, but also by external factors that affect its activities. Since 2020, such factors have been the unstable economic situation in Russia and the world as a whole, bans, restrictions, inflation, market instability, rising prices for resources, etc. Accordingly, in order to maintain competitiveness and its position in the market, to increase financial results, serious work should be carried out to reduce the cost of production due to internal factors controlled by the economic entity. This work is devoted to substantiating the importance of conducting a competent economic analysis to identify the main directions of reducing the cost of manufactured products (works, services) in the current economic realities. The article is devoted to the study of key problems of rural tourism development in modern realities, taking into account the existing limitations and outlines the prospects for the implementation of this type of tourism in the Novosibirsk region. The authors critically analyze the scientific works of domestic scientists devoted to the development of agrarian (rural) tourism.  In the process of research, the author’s method of assessment of tourist and recreational potential of the Novosibirsk region was developed, criteria for calculating the potential of priority components of the tourist infrastructure were selected, the opportunities for the development of agrarian (rural) tourism were assessed with the selection of the most promising administrative-territorial (municipal) districts of the Novosibirsk region. These resources are the human capital of skilled and highly skilled workers and new technologies. The problem of human capital lies in the fact that the main trend in Russia in the second decade of the 21st century was the crushing of the growth rate of human capital in the form of a decrease in the level and loss of premiums for education of all types and levels. The problem of new technologies is the low level of exports of high-tech goods, which is less than 3% of the world volume, which corresponds to the 30th place in the world. Problems in the field of education and science, firstly, are due to the fact that management is based on a command-and-control style, in which management is based on the application of orders, norms, standards, the provisions of which are full of paradoxes and errors. and application of control, organized, among other things, on the basis of mass reporting. Secondly, the problems are due to the fact that the costs of education in modern Russia are small, amounting to 4–5% of GDP, therefore the country ranks 120th in the world in terms of the indicator, and the cost of research and development in the country is about 1% of GDP, which corresponds to 37th place in the world in this indicator. The number of highly qualified personnel in the field of education and science is shrinking. Problem solving can be achieved by increasing the cost of education and science, reorganizing the management systems of education and science, which does not ensure the coordination of activities and the use of resources necessary to achieve the goals of education and science. The purpose of the study is to analyze the “targeting” of strategic planning documents for preferential territories to address issues of spatial development of the Russian Federation. The object of the study was the special economic zones (SEZ) of the technology innovative type. It is concluded that the long-term goals and objectives of the SEZ as a whole correspond to the strategic guidelines for the development of the country and the priorities of the strategies for the socio-economic development of the constituent entities of the Federation where they operate, however, issues of spatial development in planning documents are given secondary attention. In the long-term planning documents of the SEZ, there is a connection with the key strategic planning documents developed as part of goal-setting at the federal and regional levels, and with the strategies for the socio-economic development of the regions in which they operate; there are references to the strategic planning documents of the lower level — to the strategies of socio-economic development of municipalities. The lack of connection with the priorities, goals and objectives of the Spatial Development Strategy of the Russian Federation as the most important strategic planning document developed within the framework of goal-setting on a territorial basis, as well as with the development strategies of resident companies, was noted. The necessity of forming a state strategy for the development of preferential territories, which should become an integral part of the Spatial Development Strategy of the Russian Federation, is substantiated.","PeriodicalId":475414,"journal":{"name":"Научные исследования и разработки. It is shown that at present the real estate market is undergoing significant changes, moving to a new qualitative state. This is due to the emergence and introduction of innovative construction technologies, the global change in the types of urbanization, changes in the social requirements of the population, the improvement of legislative and organizational support for the functioning of the real estate market and, above all, the widespread use of digital technologies. The analysis of digital services used in the Russian real estate market is carried out. It is determined that a significant number of operations are involved in the process of managing real estate and infrastructure, which are subject to transformation and optimization through the use of innovative digital technologies. The existing problems of digitalization of the real estate market have been clarified and the key directions of their solution have been identified. Industry leaders and “outsiders” in terms of reallocation of jobs have been identified. The reasons that determine the general directions of the movement of jobs in the national economy of Belarus are revealed. It has been proven that the efficiency of creating and eliminating jobs in the Belarusian economy is affected by an increase in labor costs. The objectivity of this is confirmed by the operation of the law of demand and supply of labor (the higher the wage, the greater the supply of labor), on the one hand. On the other hand, if the employer has a resource (wage fund) for the maintenance of employees, he still has the opportunity to use labor-intensive technologies and preserve the social component in personnel management. It is substantiated that a feature of the national economy of Belarus is the fact that there is a social effect from the movement of jobs.Such an effect is created by the Belarusian system of wage formation, which is more subject to social principles than market ones. Discussion and criticism of the existing wage system indicate that the system was built without taking into account well-known approaches to organizing and stimulating there. The experience of the higher education system shows that the average level of remuneration of the teaching staff of universities should exceed the average level of remuneration in the country by at least two times. The ratio of the level of remuneration of the most highly qualified teachers — heads of departments, professors, doctors of science, and the least qualified teachers — assistants should be at least 3–3.5 times. The remuneration of novice teachers who do not have academic degrees and titles, who have work experience, should not be lower than the average level of remuneration in the economy. The permanent part of remuneration in the form of salaries should be at least 80-85% of the average wage. The variable component in the form of incentive payments is not a mandatory element of the remuneration system and can be retained in the form of bonus payments based on performance. It is expedient to differentiate salaries according to the amount of scientific and pedagogical experience and additional payments for performing the duties of heads of faculties and their deputies.","PeriodicalId":475414,"journal":{"name":"Научные исследования и разработки.
