{"title":"Civil protection of the population: problems of state administration","authors":"Tamara Musienko, Vladimir Lukin","doi":"10.37468/2307-1400-2023-2-21-35","DOIUrl":"https://doi.org/10.37468/2307-1400-2023-2-21-35","url":null,"abstract":"The problem of studying the domestic historical experience of public administration in creating a system for ensuring security and civil protection has been updated, taking into account the modern geopolitical and military confrontation between the united West and the Russian Federation. The content of the activities of the state administration bodies of the Russian Empire to strengthen the army, the defense of the country and the protection of the population is revealed, the unsystematic nature, delay and errors in solving these issues, as well as the degree of influence of the low efficiency of managerial decisions on the loss of imperial statehood, are revealed. Attention is focused on the danger of German influence on management decisions in the Russian Empire and the \"fifth column\" in modern Russia. An express analysis of the implementation of the idea of \"universal arming of the people\" in the first years of Soviet power and the legalization of this idea in the Constitutions of the RSFSR were carried out; organizational and managerial work of the new authorities on military training of the country's population in the Vsevobuch system. The insufficient degree of modern research in this area of state activity is revealed. The subjects of management of this process have been identified.  The study provides price formation mechanisms using the example of the construction industry. The dynamics of the cost of basic materials used in construction is presented and described. Using these examples from the construction industry, the main drivers of local inflation are identified.  The concept of “cost-push inflation scissors” is considered. Some features and prerequisites for inflation and its impact on the economic security of the country's macroeconomic system have been identified.  The meaning of effective demand and its role in ensuring the economic security of the macroeconomic system of the state is clarified. The mechanism of inflation targeting is described. Conclusions are drawn about possible scenarios for combating inflation and opportunities to minimize the consequences of its impact. The mechanisms and factors influencing demand and inflation are analyzed: quantitative easing, current accounts. Obtaining reliable and timely data on natural fires makes it possible to increase the adequacy of management decisions aimed at responding to and minimizing possible damage from fires. The article discusses various methods of monitoring active wildfires in mountainous areas: space, aviation, ground and using unmanned aerial vehicles. An analysis of the advantages and disadvantages of each method was carried out. It has been shown that traditional methods have limitations related to the frequency of data acquisition, measurement accuracy, safety, cost and other factors. This is especially true when monitoring in mountainous areas. The use of unmanned aerial vehicles is considered a promising direction, as it allows one to obtain operational information with high detail. The advantages of unmanned aerial vehicles are noted in speed of response, maneuverability, economic efficiency and the absence of risk for direct performers. An example of a natural fire in a mountainous area that occurred in a specially protected natural area in one of the constituent entities of the Russian Federation, demonstrating the shortcomings of traditional methods, is considered.
