The political activity that he organized to consolidate the relationship between the two recently reconciled countries was remarkable. Through visits, meetings and masses the Pope expressed his position and concerns about various arguments, beyond the recomposed Cuban-American relationship. During the trip he addressed subjects including the environment, poverty, family, union, freedom, all of which were themes that the Pontiff had clearly stated in his encyclical Laudato Si ‘(2015) and his Apostolic Exhortation Evangelii Gaudium (2013). {"title":"TOWARD A NEW GOVERNMENT OF THE INTERNATIONAL SYSTEM: ANALYSIS OF THE PROPOSAL OF POPE FRANCIS","authors":"A. Torres","doi":"10.54561/prj1102235t","DOIUrl":"https://doi.org/10.54561/prj1102235t","url":null,"abstract":"In a sign of continuity with his predecessors, the first Latin American Pope pays attention to diplomacy and representative democracy. Thus, although he is sometimes not perceived in this way, Francis has not neglected traditional level of interaction that the Church has managed to maintain in its long history, generally alternating moments of conflict and cooperation, and not without taking it into account when defining their own models of authority: the link with states. If attention to the community of states, it is not in itself something new for the Vatican, it certainly is the approach and the agenda emphasis that every pontiff has made of international relations. Thus, the article seeks to answer a series of questions: What newness does Pope Bergoglio contribute to “diplomacy”? Is the Pontiff’s proposal for international governance comparable to a world state? Moreover, how does Francisco’s position on the international system articulate with the “reform of the papacy”? More concretely, how does the Pope conceive the mission of the central government of the Church and of papal diplomacy? Finally, what role does Latin America play in the planetary scheme of the Bishop of Rome? The article points out that Francisco proposes a new international political institution, and he understands that in the current critical world situation, diplomacy has a particular relevance. It is also stressed that for the Pope the central government of the Church and diplomacy must be at the service of building bridges for the promotion of justice and peace. Their idea that a people’s concrete, day-to-day practice of their religious faith carries the authentic culture of a country, is an authentic source of Christian wisdom, yields true insights of God’s presence and activity in the world. This faith of the people, contextualized but not suppressed within the life of the Church overall and tapped into by its theologians, serve to evangelize a country and its people by calling a country and its people to a conversion to who they ought to be, a people of God who incarnate the Christian faith according to their unique genius, and share the fruits of the wisdom drawn from the lived experience of Christian faith by participating in the Church’s evangelizing mission. This idea finds affinity with the mission of the Caribbean theological project: cultural liberation from colonialism and neocolonialism which brings about a sense of inferiority and dependency by the people of the Caribbean toward global social and political powers. His ideological and pragmatic points of view, as well as his personal and intrinsic virtues, were the distinctive features that catapulted him as an indisputable world leader and\u0000model actor in International Politics. As a consequence of this expertise demonstrated by the Bishop of Rome, different issues have been established in the media and in the global public opinion. Though the pope has brought a more tolerant manner and tone in his discourse on homosexuality, the underlying foundation remains frozen, amid reiterated essentializations of gender that derive from archaic Catholic constructions of natural law. The article reviews Catholic doctrine on sexuality, particularly since the Church’s 1975 instruction on sexual ethics. Thinking with the “indecent theology” proposals of Argentine-Scottish theologian Marcella Althaus-Reid, the author compares prior expressions of doctrine with those found in key magisterial writings of Pope Francis. Popular movements are grassroots organizations and social movements. They represents increasingly excluded social actors as landless farmers, homeless and persons living in communities without adequate infrastructure. Popular movements are collective subjects or groups coming together and recognizing themselves neither in a national identity nor in the same social class.
