A lot of their business activities are with non-residents but they are also important sources of credit for UK financial and non-financial companies. During the recent crisis, the growth in credit to UK borrowers from foreign branches fell sharply and by much more than from UK-incorporated banks. Using a combination of aggregate and individual bank-level data, this paper explores why foreign branches’ UK lending was much more cyclical. Both demand and supply factors appear to have been important. The domestic loan book of foreign branches was more concentrated on cyclical sectors than that of UK-incorporated banks. But it was also the case that their lending to most domestic sectors increased more rapidly in the run-up to the crisis and fell more subsequently. Foreign branches were also more reliant on fickle forms of funding, especially from abroad. Going forward, it is important the Financial Policy Committee and Prudential Regulation Authority closely monitor the risks that foreign branches, particularly large ones, may pose to UK financial stability and to the broader economy.","PeriodicalId":439094,"journal":{"name":"BOE: Financial Stability Papers (Topic)","volume":"11 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2013-06-14","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128236263","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The International Monetary Fund can help to mitigate these costs in a variety of ways, including by lending into arrears. Careful design of the broad policy framework governing the Fund’s involvement can help to ensure it has the maximum beneficial impact, without distorting the incentives of either the defaulting country or its creditors. This paper aims to identify some of the issues that are relevant to the design of such a framework, and which might helpfully be considered as part of the forthcoming review of the Fund’s lending-into-arrears policy.","PeriodicalId":439094,"journal":{"name":"BOE: Financial Stability Papers (Topic)","volume":"97 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2008-04-14","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127440169","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
