The efficient train is a train with a particular length, which results in the efficient use of a train path. The ARTC uses train paths to allocate access to the rail infrastructure. We discuss the motivation for and the goals of the proposed policy. As the new policy does not allow for differences in the equipment and track section, we argue that it may distort decisions about the net to gross tonne ratio, and it may not give the right incentives for future investment. An analytical model is developed to study how an airline may change its network and market coverage when facing HSR competition on trunk routes. We show that prior to HSR competition, an airline is more likely to adopt a fully-connected network and cover fewer fringe markets if the trunk market is large. Under HSR competition, the airline will, for a given network structure, have a greater incentive to cover more fringe (regional or foreign) markets if the trunk market is large, or the airline network is close to hub-and-spoke. Further, the airline will, for any given market coverage, move towards a hub-and-spoke network when the trunk market is large, or the number of fringe markets covered by the airline network is large. Both effects are more prominent when the decreasing rate of airline density economies is large. We further show that HSR competition can induce the airline to adopt network structure and market coverage that are closer to the socially optimal ones, thereby suggesting a new source of welfare gain from HSR based on its long-term impacts on airlines. Rail infrastructure management is seen as a natural monopoly to be operated at a national scale. Competition is possible downstream in the provision of rail transport services. A European-wide market of rail transport services would benefit from larger economies of scale, and competition would ensure such efficiencies are passed down to European citizens and businesses. However, the reform process has been set back by Member States that disagree with the full vertical separation of infrastructure management and transport service provision, as well as by Member States that want to delay the full liberalization of the industry. As a consequence, inconsistent national models are emerging and non-sustainable asymmetries between Member States are creating tensions. The Fourth Railway Package is the opportunity to conclude the European railway reform process, both for commercial services and for public contract services. In recent times, with countries all over the world moving towards more market based economies, managerial issues in state owned enterprises (SOEs), or public sector organizations (PSOs) as they are also known, have started to elicit the interest of researchers. Governments in many countries have tried to subject SOEs to the discipline of the market, through stock market listings and opening up hitherto state-dominated sectors to competition from private organizations. As SOEs have come under the influence of the market, a key challenge facing them is striking the right balance between social and economic (efficiency) goals.
