Jorongan Village is famous for its furniture industry village, and this place is also famous for its many Islamic Education Institutions, such as TPQ, Madrasah Diniyah, and Islamic Boarding Schools. Non-formal teaching such as assemblies taklim is also commonly found in the Jorongan community. However, the number of religious institutions and activities in Jorongan Village is not in line with the moral condition of the youth, it is evident that there are many teenagers (youth) who get drunk, fight against their parents, and some are involved in dealers and even users of illegal drugs (drugs). This research uses a descriptive qualitative approach, while data collection is done by observation, interviews and documentation. The validity of the data is achieved by diligent observation. The sub-discussion is how the Management of Islamic Religious Guidance for Female Convicts in Class III Gorontalo Women's Correctional Institution, what are the inhibiting factors for the Islamic Religious Guidance of Female Convicts in Class III Gorontalo Women's Correctional Institution. This research is a qualitative research, while the research approach is a management approach and a sociological approach to religion, data collection techniques using the methods of observation, interviews, and documentation. Based on the results of the study, it was shown that the management of Islamic Religious Development for Female Convicts in the Class III Gorontalo Women's Correctional Institution carried out Islamic Religious Development through several stages of management, 1). Planning of work programs carried out during Islamic Religious Development Organized female prisoners. 2). The organization of Islamic religious development for female prisoners is well structured. 3). Implementation of Islamic religious guidance for female prisoners is a form of application of all planned activities, 3). Supervision of Islamic Religious Development is carried out to oversee the activities in the Women's Correctional Institution, 5). Evaluation in Islamic Religious Guidance for Women Convicts is carried out once a month. Islamic Religious Development which includes: the implementation of the five daily prayers, yasinan, tadarusan, learning iqro, and lectures or tausiah. The method used is a descriptive qualitative approach. The results of the research are (1) the formulation of the Rumah Zakat West Kalimantan Strategy is a method of raising indirect funds (Indirect Fundraising), making superior programs, and services. (2) The organization of the West Kalimantan Zakat House is through the process of making, grouping, regulating various activities, determining and delegating its authority. (3) Implementation of the West Kalimantan Zakat House is by conducting socialization, collaboration, implementing service programs, reading prayers when donors donate directly, confirming donations to donors who transfer donations via ATM which is also a substitute for qabul consent, pick up donations, and maintenance registered donors through WhatsApp Blaster in the form of the Rumah Zakat program offer. (4) Evaluation of Rumah Zakat West Kalimantan by presenting a report card from which it will be determined to be given or a challenge so that Rumah Zakat as a professional institution can continue to develop for the better and get maximum results. This research is exploratory, requiring further investigation using more sophisticated qualitative and/or quantitative methods. One of the policies to help the poor's economy is the food aid program. The Indonesian government implements the Raskin assistance program which is hoped to be a solution in meeting the people's daily food. Problems that often occur include distribution that is not right on target, not on time, not of right quality, not right, and not yet right on price. This study uses a qualitative approach with a descriptive method. Data obtained through interviews and observations supported by documentation. The collected data will be processed to draw conclusions. The results of the study show that the success of the RASKIN program can be measured by the achievement of the 6Ts, namely the right target beneficiaries, on time, on the right quantity, on the right price, on the right administration and on the right quality. Community empowerment in the Raskin program is based on the policy of the Rice Subsidy Program for the Community. The effectiveness of the Raskin program can be achieved through coordination, synchronization and harmonization of relevant ministries/institutions both at the central and regional levels. In principle, the distribution of Raskin is done every month.
