We are talking about the war for talents, their development or their specific management. Some go so far as to imagine that the very name of human resources management is now replaced by that of talent management. The emergence of this notion obviously raises fundamental questions related to its definition, origin and relevance for addressing current human resource management issues. Is this a new fad, a concept that will only flourish in the space of a short generation of consultants or human resources managers? Is this then a signal that the old approaches are no longer suited to the problems and the current situation of the business or society? Could this finally be the way to return to anthropological and cultural fundamentals since the notion draws from the depths of our references? Peter Drucker said that management (by that he meant the noble activity of making a collective produce results) is not a science of progress like physics or medicine, where new discoveries are constantly being made. In terms of management or human resources management, we are faced with the sciences of deepening and repetition rather than progress. The people are always the same and we never finish solving the questions concerning them. The term talent is positive. To say that someone is talented is first and foremost a compliment. It is rare that the use of derision and the second degree make it synonymous with incomprehensible and unmanageable originality. Talent seems to be a quality that is highly valued. Education standards have used the term to highlight the wealth of each child and sometimes to excuse their lack of performance in a more traditional education system. We often mix the personal characteristic and the person who holds it, but talent evokes at least three aspects with strong positive content in terms of values. Certains vont jusqu’à imaginer que le nom même de gestion des ressources humaines soit maintenant remplacé par celui de gestion des talents. L’émergence de cette notion pose évidemment des questions de fond liées à sa définition, son origine et sa pertinence pour aborder les problèmes actuels de gestion des ressources humaines. S’agit-il là d’une mode nouvelle, d’un concept qui ne fleurira que l’espace d’une courte génération de consultants ou de directeurs des ressources humaines ? Secondments allow the sending organization to capture knowledge and network resources from the receiving organization without an organization-level contract, alliance, or colocation, a process we term learning by seconding. We focus on the National Science Foundation (NSF) rotation program, under which the NSF employs academics, called rotators, on loan from their university, to lead peer reviews. We ask how rotators affect the behavior of their academic colleagues after returning from a secondment. Using difference in differences estimations, we show that rotators’ colleagues raise considerably more research funds than similar scientists who do not have a rotator colleague. Additional quantitative and qualitative evidence implies that the treatment effect occurs via knowledge transfer, as rotators help generate ideas, frame proposals, and explain processes, rather than rent-seeking on the part of the rotator. This paper reviews the scientific literature on organization’s learning as a mediator between TQM and organizational performance. The papers appearing after mid 1990s are selected through key word search, future citation of the most important papers and searching all important journals. Large number of research papers that investigates the impact of TQM on performance has identified organization learning as one of the most important mediating variables. This paper synthesis all such studies to examine why organizational learning is the most important mediator in this debate. Senge, a senior lecturer at Massachusetts Institute of Technology (MIT), first introduced his learning organization concept in the early 1990’s with the publishing of The Fifth Discipline book, which has since been revised during 2006. A ‘learning organization’ focused on the development of every member with superior performance in service of that organization’s purpose. The more the organization’s members increase their ability to learn collaboratively, the more they can accomplish the higher performance, which can then effectively and positively change their organization. Learning organizations can include corporation, schools, hospitals, non-for-profits, and government agencies – basically, any organization where people are placed together to accomplish a common goal, which they could not have created on their own. Organizational learning has five lifelong disciplines: systems thinking, personal mastery, mental models, shared vision, and team learning.
