Labory","doi":"10.4468/2020.2.08bianchi.labory","DOIUrl":"https://doi.org/10.4468/2020.2.08bianchi.labory","url":null,"abstract":"A coherent industrial strategy at all levels of government (regional, national and European) would help European industry restructure after the Covid crisis, in line with the previous structural trends.  The Covid Crisis has hit European industries in a period of deep structural changes that already put pressure for them to upgrade or branch into new activities, adopt new technologies and redefine their business model.  This paper shows these long-term trends already affecting industry pre-covid and suggests that the pandemics essentially reinforce these previous trends. While still struggling with the immediate impact of the crisis, policy makers are preparing an unprecedented investment effort to direct our economy to a new, sustainable future. The EU must develop leadership at all policy levels for the green, digital and white transitions. But rebooting the economy not only requires huge investment efforts, the ‘what’. Equally important is the ‘how’, the way that the recovery strategy is designed, governed and implemented. Therefore, the Green Deal and industrial strategy must develop a multi-level governance model that engages cities and regions across Europe – the policy levels closest to both citizens and innovation ecosystems that deliver solutions for citizens’ needs.  Drawing lessons from the Lisbon Strategy, the smart specialisation approach has been developed to prevent the fragmentation of investment efforts in the EU by prioritising innovation and transformation investment in Member States and regions in their competitive strengths. It is now a core component of EU Cohesion policy and is increasingly aligning specialisations in partnerships across borders. Bellandi","doi":"10.4468/2020.2.07bellandi","DOIUrl":"https://doi.org/10.4468/2020.2.07bellandi","url":null,"abstract":"This paper presents some concepts and reflections on the prospects of SME productive systems that try to cope with the crisis provoked by the Covid-19, to reposition for the post-emergency, and to increase the readiness towards impending digital and green challenges. It focuses on the impacts of the emergency on a frame of opportunities and threats for such systems in Italy. An effective and progressive governance would be needed to overthrow barriers to change and reduce systemic uncertainties that hinder productive investments. The governance contemplates the collaboration among various types of societal and business actors open to progressive local path transformations within multi-scalar networks. An effective governance requires a supportive national strategic planning as well.
