The range and variety of foods on offer in Europe continue to rise steadily. The demands not only on food companies but also on the European Union and its member states grow, that food risks should be scientifically assessed, minimised and communicated in a way that can be easily understood. Private, as well as criminal and public law aspects have to be considered, especially in possible crises. The structures of and responsibilities for the public law tasks of EU institutions and on the level of the Member States and even within the Member States themselves are often not sufficiently well known. This results in confusion and accusations in times of crisis and a duplication of efforts and negative competence conflicts in times of peace and quiet. The “EU Food Safety Almanac” published by the German Federal Institute for Risk Assessment (Bundesinstitut fur Risikobewertung, BfR) is intended to help to perceive responsibilities in food safety in a proper manner. It provides an overview of the structures of food and feed safety within the Member States and the European Union. In doing so, it becomes clear how food safety is organised and implemented differently within the scope of the constitutional and administrative law of 35 respective countries.","PeriodicalId":38312,"journal":{"name":"European Food and Feed Law Review","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2014-01-10","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"71186064","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In 1948 the General Assembly of the United Nations adopted the Universal Declaration of Human Rights, which listed the rights that were considered to be human rights. Access to food is an element of the right to an adequate standard of living. The Council of Europe established the European Convention on Human Rights (1950) and the European Social Charter (1961). Neither of these documents mentions a right to food. In 1966, the International Covenant on Civil and Political Rights and the International Covenant on Social, Economic and Cultural Rights were concluded. The latter recognises the right to adequate food as an element of the right to an adequate standard of living. The right to adequate food was the subject of endeavours at the UN level to push development of doctrine so that economic, social and cultural rights empower people just as much as civil and political rights. The Special Rapporteur on the right to food, Asbjorn Eide, coined a new paradigm, which distinguishes different human rights obligations for states.","PeriodicalId":38312,"journal":{"name":"European Food and Feed Law Review","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2014-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"68523126","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
