Communities that were once dependent on agriculture, forest products, mineral mining, and certain manufacturing sectors have experienced global transformations that have resulted in job losses, and for some, population decline. As well, rural places have a median age that is seven years higher than that of urban areas, in part due to brain drain as youth leave post high school and in part because many rural workers and retirees with relatively low income and education levels find themselves stuck in a place. Many of these challenges were exacerbated by the COVID-19 pandemic, and some rural places are struggling to keep their Main Streets open. Lastly, a digital divide is contributing to stagnant economic growth as digitally disconnected rural places lack the infrastructure—let alone skilled workers—to retain, grow, and recruit business and industry. Despite these dynamics, some rural communities have been more resilient than others in the wake of major social and economic changes, in part because they have cultivated an innovation ecosystem. Because traditional measures of innovation are urban-centric—venture capital investment, commercialization of intellectual property, and patents—the forms of innovation in rural places are underrecognized. Rural places do innovate, and many are thriving as a result. Further, there appear to be a number of innovation-related characteristics and practices that correlate to economic vibrancy in rural places such as connection to the arts, adaptive use of the natural resource base, value chain integrated food systems, high levels of social capital, and creative leveraging of technology infrastructure. During the 20th century, economic development strategies were primarily focused on population centers and were industry-focused. However, the digital age offers a host of new opportunities and challenges, particularly for rural communities. Enrico Moretti, in his book The New Geography of Jobs, argues that geographic concentration of people and density are still an almost indispensable requirement for innovation. While data seem to support this argument, they are not contextualized correctly. In addition, the COVID-19 pandemic has accelerated some of these trends, opening a window of opportunity. Moreover, although the digital age was already underway, the post-COVID-19 world is likely to be far more digital than the pre-COVID-19 world. There seems to be a myth that rural places are less innovative, in part because they have unequal access to the technologies of the digital age. In reality, rural communities are innovative and some argue have the same, or even greater capacity, to innovate than urban and suburban places. As sophisticated, digital age applications and mindsets expand, an enhanced capacity to innovate can be unleashed. For this to take place, however, a series of barriers need to be overcome in rural communities, which are: (1) lack of awareness on the digital age;(2) address digital parity issues (around connectivity, mindset, and skills);and (3) digital inclusion or exclusion.
