The type of research used is qualitative analysis. The results of the study show: 1) The implementation of character education assigns tasks to students, gives direction, to be honest in doing assignments, cooperates together to clean each other, 2) Teacher constraints in carrying out character education there are still students who do not attend congregational prayers and throw trash carelessly, students do not do assignments, cheat when testing, not confidence when told to read the results of the discussion in front of the class, still behave poorly to friends and still argue the results of the discussion by maintaining opinions own. West Pasaman Regency is one of the regencies that has fertile land, many people depend on oil palm agriculture. One of them is Pasaga Kenagarian Subdistrict Aua Kuniang, is one of the sub-districts located in West Pasaman Regency which has the potential of abundant and abundant natural wealth. Therefore the community of Kenagarian Aua Kuniang is almost 70 percent dominant as oil palm farmers. The emergence of oil palm companies that are highly related to land, it is not uncommon to find land conflicts, especially land conflicts between companies themselves and local communities. This problem is how the background of the plantation land conflict between the community and PT. in Kenagarian Aua Kuniang, as for the purpose of this paper the purpose of this study is to describe the background of the occurrence of plantation land conflicts between the community and PT. in Kenagarian Aua Kuniang. It mean the teachers are not appropriate with lesson plan that made. They had some problems in teaching procces. The purpose is to describe the implementation of lesson plan that oriented of creating the characterstic of teacher problems. The researcher method use qualitative opproach. The result of the research showed the teachers of junior high school 35 of Kerinci, had some problems with the materials, that they created the lesson plan by copying of internet. The implementation of characters values in teaching procces as implicit not oxplicit, by giving motivation in speech. That made some of students dId not know the characteristic values. This goal is achieved through a qualitative approach by following the steps that are applied Milles and Huberman. Informants determined by using the snow ball sampling techniques that include fishing (fishing boat owners and fishermen, workers), wife of fishermen, wali jorong, as well as public figures. The study findings suggest that the level of political participation of fishing communities in the legislative elections Sungai Limau  in 1999 are higher when compared with the level of political participation at before election period, namely 96.2% in Sungai Sirah and 94.12% in Pasir Baru or above 90% . Learning history is often regarded as a boring subject, full lessons with memorizing facts as well as the way the teaching is sometimes still using the old paradigm, where learning activities are teacher-centered, students only become passive subjects. To overcome this problem so that teaching history becomes more interesting and meaningful, it is necessary to find alternative solutions. The solution offered in this article is to use a constructivism approach, by applying this approach it is expected that students are able to build their knowledge independently so that they are able to capture the meaningfulness of a historical event.
