Hospital managers have faced a number of important management challenges during the COVID-19 pandemic. This qualitative study was conducted to explore the perceptions and views of hospital managers of the key challenges facing health care based on their own experience working at a hospital during the pandemic COVID-19. This study adds to the small body of qualitative knowledge on the experiences of the COVID-19 pandemic in public hospitals. The qualitative data was collected through 15 semi-structured interviews using a thematic analysis. Five interviews were conducted via an online program and 10 were conducted face to face. Participants were healthcare professionals including hospital managers, a director of medical services, a director of patients’ affairs, a director of a nursing department, and managers who work directly with COVID-19 cases. The data analysis identified five main themes: namely, health system challenges, organizational challenges, individual challenges, financial challenges, and legal challenges. The effects and repercussions of the global financial crisis of 2007 were undoubtedly felt, even in a small nation like Albania. During the crisis, it became evident that traditional policies that stressed macroeconomic stability were insufficient and that bold action by central banks was necessary to offer flexibility in monetary policy regulations and ensure crisis recovery. This article provides a theoretical explanation of the crisis process as well as a discussion of the Bank of Albania's policy decisions made during two separate crises, the Global Financial Crisis and the Covid-19 Pandemic. In order to emphasize the most significant events and interpret the insights in each stage of the financial cycle, this article was undertaken from the perspective of comparison of various timelines. When looking at financial crises from a macroeconomics perspective, the descriptive method is used to analyse the evidence in a country like Albania. The findings of this study highlight the measures made by the Bank of Albania and the government to manage the economic crisis and strive to reduce its long-term repercussions. Corruption is an important problem in the exercise of political power. For this reason, good governance requires the fight against corruption with more transparency in the relationship between the private sector and politicians/administrators, efficient and effective bureaucracy, clear legal frameworks, and strengthening institutions that implement independent power control. In other words, an effective fight against corruption and good governance requires a strong state capacity. State capacity is an important characteristic of statehood. In this context, the execution of the security function of a state -(monopoly) control of the means of violence and effective law enforcement- is a prerequisite for overcoming political and social problems. After all, a state is characterized as a strong state if it can ensure security throughout the country and take and implement political decisions and has capacity to turn public will into action.
