Even though the importance of IT governance is often underlined, there is limited literature available regarding the required IT governance capabilities that public sector organizations need to have in place to successfully implement and manage a cloud service delivery model. Using an existing governance framework of IT core capabilities as basis, the required cloud computing capabilities are investigated using interviews and studying reports. The analyses helped to identify 16 discriminating capabilities that are essential when effectively implementing and managing cloud services in the public sector. In this paper, based on some economic theory and algorithms, we systematically analyze the operation mechanisms of the virtualcurrency in China. Three models, the ideal model, the actual model and the improved model are given to illustrate how virtual-currency services bring profit to SNS service suppliers. Moreover, in the improved model we propose a novel withdrawal mechanism: unlike the other two models, the improved model allows the users using virtual money to buy real goods. This mechanism can bring more profit to the SNS companies. A survey among 859 SNS users of mainland in China is conducted to evaluate the feasibility of our proposed model. In this paper, we propose a polynomial time diagnosis algorithm by using a dependency matrix for business process structure in SOA. The dependency matrix is built based only on process workflow structure, with no need for historical knowledge on prior executionx. By comparing the performance data reported from business process probes, the proposed diagnosis algorithm also checks some predicates-on-probes (PoP) to increase the monitoring and diagnosis accuracy. We have implemented the diagnosis support for the dependency matrix based QoS management in the Llama middleware. As the economy becomes globalised and organisations are evolving to become service-oriented, together with recent rapid advancement of ICT, especially the Internet, many challenges as well as opportunities have arisen (Chiu, 2010). For example, recent advancement in service computing, mobile computing, cloud computing, and business intelligence applications has wide and deep impact on how businesses are being performed (Leung et al., 2011). Efficiencies and effectiveness have general been much improved, while complexities have emerged. Various emerging social, legal, and ethical issues have also drawn wide attention (Chiu et al., 2009). Therefore, knowledge from various disciplines is required to achieve excellence in e-Business in response to the ever complicating requirements in the rapidly evolving global environment. The industry and academia has also been shifting the focus to a cross-disciplinary and holistic approach. The creation, operation, and evolution of the research and practice in e-Business raise concerns that range from highlevel requirements and business modelling through to the deployment of specific implementation technologies and paradigms, as well as involve a wide (and ever growing) range of methods, tools, and technologies. They also cover a broad spectrum of vertical domains, industry segments, and even government sectors. As such, this journal aims at providing an open, formal publication for high quality articles developed by theoreticians, researchers, managers, educators, developers, and practitioners for professionals to face the multiple dimensions and aspects of the opportunities and challenges of e-Business.
