The article deals with the problems of corruption crime in the sphere of housing and communal services. Criminologists believe that almost all public relations established and protected by law, including in the field of housing and communal services, can be subject to corruption. The reason for this situation is that the state regulation of the sphere under consideration gives rise to a corruption defeat of the established decision-making procedure due to the mercenary actions of responsible officials. Corruption as a factor affecting the state of crime in the sphere of housing and communal services is a significant obstacle to the development of not only the industry itself, but the entire economy as a whole. Corruption crime in the sphere of housing and communal services has a determining effect on other types of crime in the territory of the Russian Federation. {"title":"The Effectiveness of Moratorium Policy on the Establishment of the Private Higher Education Institutions in Malaysia","authors":"Nor Fatmawati binti Abdul Wahab","doi":"10.33422/SOCIALSCIENCESCONF.2020.02.55","DOIUrl":"https://doi.org/10.33422/SOCIALSCIENCESCONF.2020.02.55","url":null,"abstract":"Since the year 2013, the government of Malaysia has implemented a moratorium policy which aims to control the number of private higher education institutions and to improve the management of the existing system. This study seeks to bridge the gaps in the literature in examining the effectiveness of the ongoing moratorium policy and aims to address the question of whether the policy has achieved its main objectives after six years of implementation. This qualitative study utilizes primary data which was obtained from the face-to-face interviews and online survey, as well as secondary data which was obtained from the reports and policy books, published by the Ministry of Education Malaysia and related agencies. The study found that during the moratorium period, the performance of the existing institutions is improved, there are 28 institutions that have been upgraded, more institutions received self-accreditation status, as well as more representation of private institutions in the world university rankings. With 76 institutions which have been closed down during the period, the capacity of private institutions to enroll students has not affected significantly. Consequently, low women political representation has concurrently led to increasing gender parity in decision making portfolio in the government. In Malaysia, women have made slow progress in the political arena though numerous initiatives were taken by the government such as introduction of at least 30 per cent of women in decision-making positions in public sector policy. This study aims to examine situational analysis in regard to the policy on representation of women in Malaysia. This study will also identify the challenges in achieving gender parity in Malaysia’s public sector and effective government policies and programmes based on input from interview and comparative studies of good practices by benchmarked countries. Primary source data for this study was collected using qualitative method research tool of semi-structured interview with government officials from decision-making level positions in Malaysia. In addition, a simple quantitative technique is used to analyze the secondary data collection from ministries and published scholarly journals and international institutions. Research findings depict that dissatisfaction of disproportionate inclusion of women in Malaysia government’s decision-making level persists although government’s initiatives have improved women’s welfare and opportunities. Recommendations of several policies and programmes such as gender budgeting, among other government’s initiatives, shall facilitate the objectives of this study to achieve an equal representation of women in parliament and in positions of decision-making. In the last year, the concept of distributed ledgers has entered mainstream company and policy agendas. Between different types of ledgers, it can be said that blockchain is the most notable. Different studies have shown that blockchain technology can reduce bureaucracy, increase the level of trust in public recordkeeping. In order to make further progress in its implementation in the different areas, it is necessary first of all that technological and ecosystem maturity of distributed ledgers have to increase in order to unlock the transformative power of blockchain; and in second instance the Policy agenda should focus on non-technological barriers, and create new administrative processes that can be re-engineered for blockchain. But, this new context, faces new legal challenges: personal data, free circulation of data..., which must to be analysed.
