Gender responsive participatory budgeting (GRPB) is a means of integrating a gender dimension into all steps of the budget process that includes participatory decision making and transparency in raising financial resources and their expenditure. It is about considering the different needs and priorities of both women, men, and sexual minorities without gender exclusivity. Gender responsive budgeting (GRB) ensures that budgets are gender-sensitive and not gender neutral, which means that they are geared towards establishing gender equality and are sensitive to intersectionality of gender with class, caste, race, religion, ethnicity, and geographical location. Schools play a major role in gender socialization, and are expected to develop proper attitudes and values in children required for a gender just society. Based on the empirical studies conducted in 24 schools in Kerala, India, the gender bias existing in the overall school climate and classroom practices are exposed. The study using observation and interviews revealed that the practices in several schools are gendered with regard to the rules and regulations, dress code, seating arrangements and play provisions to boys and girls. Findings also revealed that there are gendered classroom practices existing with regard to teacher-student verbal interaction, teacher eye contact and attention, grouping of students, assigning roles and responsibilities, and disciplinary practices. Participation in HIV/AIDS projects gave them some social recognition. There was a turning point in the situation when the Supreme Court judgement came in 2014 on National Legal Service Authority vs Government of India. It started to formulate policies and welfare schemes to support the transgender community. Following this, the Kerala government drafted the Transgender Policy in 2015. The present situation is much improved. Yet there is not much improvement in healthcare services. There is no protocol or guidelines for treatment, which may result in practice without quality assurance and high cost. Gender explores a dimension of human life that has proven to be troublesome in understanding oneself and causing disturbances in social relationships and structures. Though critics feel that gender loyalties will deprive the chances of redressing distortions and omissions, the fact is that in real ‘lived in experience', gender neutrality is a mirage. Hence ‘gender' matters. Gender justice is a desirable social goal. Feminism is a thought trend that refuses to identify human experience with male experience. The feminist perspective challenges the partial and biased account of knowledge. The attempt is to acknowledge feminine ways of knowledge and accommodate them in such a way that more appropriate and impartial ways of knowing the world are explored. The concepts of women empowerment, gender mainstreaming, and sustainable development are illustrated in this chapter. Numerous strategies are proposed from different parts of the globe, but these strategies are contextual in the sense that those applicable and successful in one country may not prove to be effective in another country. Since gender operates in innumerable subtle ways and its implications vary with time and space, the gender mainstreaming strategies also would vary accordingly. Women do not represent a homogenous group, and hence, the question of intersectionality should be of prime importance while designing strategies for women empowerment. The inclusion of all genders including transgender and other sexual minorities also should be taken care of to ensure sustainable development. Kudumbashree is a multifaceted programme focusing primarily on microfinance and micro-enterprise development, but at the same time integrally linked to local self-government institutions. Kudumbashree enhances the civic participation in the development process in a grass root level, particularly, deepen democracy, strengthen social capital, facilitate efficiency sustained growth and gender mainstreaming.
