This trend has also influenced the ways and formats of doing business: today, e-commerce is already actively developing, which has provided new development prospects for business in the form of savings on transaction costs, the ability to access global markets without the need to be present on the spot, etc. The purpose of the article is to identify barriers to the development of the e-commerce market in the Republic of Kazakhstan and develop proposals for their elimination. The article examines the problems and reasons for the insufficient level of development of e-commerce in Kazakhstan by analyzing the state of the e-commerce market and the main factors that determine the pace of its development. The reasons for low entrepreneurial activity in the investigated market are identified, with the definition of legal, infrastructural and other barriers to development. The research results can be used as a basis for regulating the e-commerce market. Mukusheva","doi":"10.51176/JESP/ISSUE_4_T13","DOIUrl":"https://doi.org/10.51176/JESP/ISSUE_4_T13","url":null,"abstract":"With the growing socio-economic threats associated with the risk of involving second-tier banks in the legalization of illegal income, it is necessary to create an effective financial monitoring system to reduce this risk. Aim of the research is to propose and test a model of financial security management in second-tier banks in Kazakhstan, based on a combination of clustering models and recursive least squares, which allows for three-level processing of incoming information in banks in order to identify hidden data that pose a financial threat to the activities of second-tier banks. The research methodology is based on a combination of APC-III clustering algorithm models and the recursive least squares (RLS) method, with the algorithm slightly modified in accordance with the OECD recommendations. This ap proach made it possible to consider the operations of banks at three levels and, during transitions, identify suspicious transactions that require immediate examination by the bank’s management. Application of the model made it possible to reveal that, on average, about a third of banks’ operations can be classified as suspicious, which means they require careful study. In our case, we selected 200 cases from the original data mixed with 70 suspicious transactions to study the model. As a result of statistical processing of banking operations, 90 operational data were identified, of which 27 turned out to be suspicious, that is, about 30% of verified transactions were found suspicious. The dynamics, species structure and industry priorities of the accumulated and annual mutual investments between Kazakhstan and the EU countries are analyzed, and the main problems of reducing the investment flow from the European Union are identified. The purpose of the study is to identify the problematic aspects of cooperation between Kazakhstan and the EU countries, to consider methods to improve the investment attractiveness of Kazakhstan for foreign investors, which contributes to the further development of investment relations. The article used methods for describing and analyzing special scientific books, reports of state bodies, legal acts and other sources on investment relations. The method of SWOT analysis was used, on the basis of which it is possible to identify the strengths and weaknesses of Kazakhstan for investors. The result and conclusions of the study. The scale of investment cooperation between Kazakhstan and the EU countries, carried out on a developing institutional basis, however, the investment flow has an uneven trend. The EU is a key Kazakhstan partner in investment import processes. For the countries of the united Europe, the mining industry of Kazakhstan is of particular interest and changes in raw material prices lead to a decrease in investment flow. To avoid dependence on energy prices, Kazakhstan needs to develop separate investment projects with priority countries of the European Union, and eliminate factors such as bureaucracy, corruption, etc. It is proposed to increase motivation to create individual preferences for foreign investors from EU countries. The purpose of the research work is to identify the existing imbalances in the socio-economic development of the regions of Kazakhstan based on the analysis of macroeconomic indicators. The object of the adaptation of regions to sustainable development is the socio-economic potential of the region, the use of which is determined by the course of reforming the economy of the republic as a whole, the authors calculated the regional coefficient of adaptation to the sustainable development. Determining the degree of adaptation of regions to the requirements of sustainable development is one of the complex problems requiring a combination of both quantitative and qualitative approaches. There were used statistical and comparative methods, which allows us to identify the areas of stability and instability, the boundaries of which are a “corridor” characterizing possible and permissible deviations from an unambiguous trajectory and choose the correct and necessary proportions between sectors. Based on the analysis, there were identified certain imbalances in the regional development of Kazakhstan. Thus, industrial regions are leading in many macroeconomic indicators, while outsider regions are ahead of them in the activity of small and medium-sized enterprises. Therefore, objective differences of the regions require differentiated approaches to developing strategies for their regional development. To reach the purpose the analysis of theoretical states in the field, clarification the content of the category “wealth” in modern literature, the methodology for estimating the world wealth, classification of world countries by the level of wealth per capita, the place of Kazakhstan in the international welfare ranking have been shown. Characteristics of the financial well-being of the population, the structure of income in the Republic of Kazakhstan, the role of knowledge in the post-industrial society, nowadays transformation into the factor of production and practical application have been revealed. Correlation of tangible and intangible assets, types of intellectual property for capitalization, the human and social capital in the system of human wellbeing have been proved. As a result of the absence of official and centralized information, the research has been done on an internet-based survey. The results of the research have been based on the stratified sample of 1252 respondents before and after the emergency was declared in Kazakhstan as a result of the global Covid-19 pandemic. The authors applied SPSS statistics and survey-based indicators. The findings revealed the depth of awareness of social tools of Islamic finance, understanding of the main principles of Zakat and Sadaqah and difference of them. It was found that the age of the respondents has positive effects on the periodicity and amount of the donations. Furthermore, the results showed that the absence of a centralized system of charity in the country and the mistrust of intermediaries inhibit the development of Islamic finance instruments and lead to donations directly to needy people. The major constraints impeding Islamic social finance include the underdevelopment of Islamic finance as a value-based financial system. Islamic social finance tools could be both a resource and a solution for solving sustainability issues during and after the pandemic period in the country.
