It also places a particular focus on German reunification, especially the wave of East German anti-immigrant and asylum seeker violence that emerged from 1991 to 1993. Furthermore, it argues that economic factors are not enough to understand this and other subsequent German extreme-right violence, and that structural factors, such as police and intelligence inadequacies, as well as psychological factors are vital. The first section explores why xenophobic and anti-Semitic sentiments remained high in Germany despite extensive denazification, and the reasons for extreme-right party failures to exploit this. The second section examines why this sentiment has often been violently expressed. Narang","doi":"10.22599/UJPIR.102","DOIUrl":"https://doi.org/10.22599/UJPIR.102","url":null,"abstract":"In recent years, Western Europe has been gripped by a wave of terrorist attacks, perpetrators have been exclusively home-grown radicalised jihadists of European birth and nationality; a large proportion of which were of second or third generation North African (Maghrebi) origin. This emerging trend is placed into a wider continuation of historical susceptibilities among Maghrebis and their link to ethno-political and religious radicalisation and in some cases, transnational terrorism and Jihadism. This study examines how disproportionate socio-economic discrimination coupled with securitised media portrayals and domestic political debates have acted as radicalisation catalysts of this diaspora present in abundance across France and other EU member-states. This body of research also considers the impact and relevance of emerging geo-political influences such as a resurgent French far-right and a shift in modern jihadist narratives. This shift from direct to structural violence has enabled a renewed ideological penetration and tangible resonance among Europe’s Muslims of immigrant origin; many of whom reside within impoverished and disadvantaged urban peripheries. European Union Election Observation Missions in Africa","authors":"Elisabeth Magnes","doi":"10.22599/UJPIR.13","DOIUrl":"https://doi.org/10.22599/UJPIR.13","url":null,"abstract":"Since 1994, the European Union (EU) has participated in 142 Election Observation Missions (EOMs) and Election Expert Missions (EEMs) (EEAS, 2016). Yet, even though they are significant, there has been limited scholarly work on EU-EOMs. This article seeks to close this gap. By offering a comprehensive analysis, this article argues that EU-EMOs exemplify how the EU and African governments see election monitoring as an instrumentalised tool. The discussion reveals that the practice of intrumentalisation significantly hinders norm diffusion through EU-EOMs. Introducing various subject areas, the first section illustrates how the EU’s role in international relations and with it EU-EOMs are marked by the EU’s dichotomous character and inherent tensions between its normative and strategic commitments. Building on these insights, the second section challenges constructivist concepts of norm diffusion. The third section projects the instrumental nature of election monitoring through the quantitative and case study analysis. This mixed methods approach aims to integrate factors that explain why actors engage with each other through EU-EOMs, notably trade, aid and legitimacy. It further scrutinises what occurs during EU-EOMs and how these interactions can lead to the internalisation of norms.
