Finding and accessing both public and private data is essential to exploiting this data capital. In this paper we describe a platform, VOICE Observatory (VO), that provides an infrastructure and analytical resources to facilitate data-driven innovation. The VO curates a catalogue of analytical resources and provides secure access to them. Through the VO, users can efficiently share, find and use curated analytical resources to create new analytics. Although the field has advanced impressively in the last years with respect to models, usage of heterogeneous information, such as ratings and text reviews, and recommendations for modern applications beyond purchases, almost all of the approaches rely on the data that exist within the recommender and on user explicit input. In a rapidly connected world, though, information is not isolated and does not necessarily lie in the database of a single recommender. Rather, Web offers tremendous amount of information on almost everything, from items to users and their tendency to certain items, but also information on general trends and demographics. We envision an out-of-the-box recommender system that exploits the existing information in a recommender, namely, items, users and ratings, but also explores new sources of information out of the database, like user online traces and online discussions about data items, and exploits them for better and innovative recommendations. With this vision paper, we propose to do so by observing not the physical, but the virtual world, namely the Web with its ever growing stream of data materialized in the form of social network chattering, content produced on demand by crowds of people, messages exchanged among interlinked devices in the Internet of Things, and similar. The knowledge we may find there can be dispersed, informal, contradicting and ephemeral today, while already tomorrow it may be commonly accepted. The challenge is capturing knowledge that is new, has not been formalized yet (e.g., in existing knowledge bases), and is buried inside a big, moving target (the stream of online data).
