Kazimi","doi":"10.4324/9781351161084-4","DOIUrl":"https://doi.org/10.4324/9781351161084-4","url":null,"abstract":"The purpose of this paper is to focus on measuring the costs of regional air pollution from motor vehicles. Some of the analytical and empirical issues involved in estimating such numbers is discussed and estimates for the Los Angeles region under a variety of alternative assumptions are provided. It is concluded that the measurable costs of air pollution are high enough to justify substantial expenditures to control vehicle emission rates, but cannot by themselves justify drastic changes in the highway-oriented transport system that has evolved in most of the developed world. {"title":"Differentiated Regulation: The Case of Auto Emissions Standards","authors":"H. Gruenspecht","doi":"10.4324/9781351161084-5","DOIUrl":"https://doi.org/10.4324/9781351161084-5","url":null,"abstract":"This paper presents an analysis of automotive emissions regulation that explicitly considers the link between regulation and the composition of the vehicle stock. The adoption of more stringent emissions standards for new vehicles is shown to prolong the retention of old, high-emission-rate vehicles in the fleet. For this reason, tighter new source standards actually increase aggregate emissions in the short run.
