This makes the need to further explore the DMC growth nexus more pertinent. Using key material indicators and macroeconomic variables from the European Union (EU-28), this study explored the dynamics of the relationship between material consumption and economic growth, using the Granger-type autoregressive distributed lag (ARDL) panel estimation technique and a data period from 2007-2017. This enabled a comparison of performance between low resource efficiency economy against top performers, in reference to SDG12 and resource productivity performance in the EU-28 member states. Disasters are sudden and unplanned. It is difficult to predict when, where, how and to whom they are going to happen. This study investigated eight news stories about disasters that occurred in Thailand and in other countries in 2011. The data was then analyzed and synthesized using Hegel’s Dialectics and the theory of public finance and public administration introduced by Richard Musgrave.<br><br>The findings reveal that the eight disaster news stories can be explained with reference to an externality approach. Some aspects of the news stories are related to other theories such as the public goods theory in the case of the government budget in infrastructure rebuilding and repair or the public choice theory for a multi-organisation collaboration in providing information for disaster preparedness. It is found that 75% of the news stories employed a positive/ predictive approach using empirical evidence such as numerical data to support the report. Interestingly, a normative approach, which seeks to provide a framework of “what ought to be”, is rarely found in the analysis or suggestion section of the news story. <br><br>Seven of the news stories (87.5%) use fiscal theory in the analysis. It is evident that disaster management is proved to be a mammoth task which cannot be handled by the citizens, the private sector, and the voluntary sector alone. The government, both central and local, takes main responsibility for disaster preparedness, response and recovery. Government expenditure and spending policy is used to reconstruct or repair the community infrastructure. In addition, cutting-edge technology in the digital age has been introduced in disaster response. For example, in Australia a drone is used to save people from drowning. It is a new rural activity to which producers are incorporated with material and cultural disadvantages resulting from the rules of the tourist field agreed upon by dominant actors. Whereas top-rated restaurants tend to locate closer to other top restaurants, bottom-rated restaurants tend to locate away from each other and closer to top ones. Our theoretical model can explain the main features of the observed spatial patterns. We find that an increase in the population density in the city center reduces the spatial dispersion of both top and bottom restaurants but the reduction is larger in magnitude for top restaurants. Whether the procurer or contractor assumes such risk depends on the specific contractual agreement. Using auction data from the Florida Department of Transportation, we document evidence of i) risk-balancing behavior through the formation of bid portfolios, and ii) opportunistic behavior via skewed bidding. We develop and estimate a model of bidding for contracts where bidders have multidimensional private information. In equilibrium, bidders balance skewed bidding and risk exposure; both efficient and inefficient bidders bid aggressively via skewed bidding.
