From the traditional point of view, those who make a living (men) by working outside the home in paid work are perceived as part of their participation in public life. Economically dependent people (women) were perceived as belonging to the private sphere. We see that the concept of private space is mentioned together with women. It is always criticized that the concepts of private sphere and motherhood limit women. The existing order is maintained by repeating these discourses in mass media such as cinema and television. In contemporary narrative cinema, however, this limitation of women is intended to be altered by addressing it with a different language or by going beyond conventional stereotypes. Gender explores a dimension of human life that has proven to be troublesome in understanding oneself and causing disturbances in social relationships and structures. Though critics feel that gender loyalties will deprive the chances of redressing distortions and omissions, the fact is that in real ‘lived in experience', gender neutrality is a mirage. Hence ‘gender' matters. Gender justice is a desirable social goal. Feminism is a thought trend that refuses to identify human experience with male experience. The feminist perspective challenges the partial and biased account of knowledge. The attempt is to acknowledge feminine ways of knowledge and accommodate them in such a way that more appropriate and impartial ways of knowing the world are explored. In Turkey, both local governments and central government has been dealing with initiatives towards the provision of equality of man and woman. At that context, Republic of Turkey Ministry of Interior, Foreign Affairs and European Union Department 2010 Circular on “Human Rights of Women and Girls” is an important Circular in terms of local governments and the issue of gender in Turkey. At the study, the local governments' relation with the issue of gender equality has searched. At that framework, firstly, the concepts of gender and gender equality have explained. This stems from girls' attitudes and self-assessment of math and science achievement, male-dominated workplaces, and societal stereotypes. The social learning feminist theory is composed of two theories: post-modernist feminism and social learning theories. Schools play a major role in gender socialization, and are expected to develop proper attitudes and values in children required for a gender just society. Based on the empirical studies conducted in 24 schools in Kerala, India, the gender bias existing in the overall school climate and classroom practices are exposed. The study using observation and interviews revealed that the practices in several schools are gendered with regard to the rules and regulations, dress code, seating arrangements and play provisions to boys and girls. Findings also revealed that there are gendered classroom practices existing with regard to teacher-student verbal interaction, teacher eye contact and attention, grouping of students, assigning roles and responsibilities, and disciplinary practices.
