Specifically, it shows how conservative Republicans used the crisis – and particularly the violent uprisings and riots - to oppose further urban anti-poverty programmes and to advocate for ‘law and order’. Nonetheless, the chapter explains why a small band of moderate and progressive Republicans were spurred by the crisis into saving Johnson’s War on Poverty when it looked set to be scrapped in 1967.","PeriodicalId":185038,"journal":{"name":"The Republican Party and the War on Poverty: 1964-1981","volume":"142 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-05-21","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130106813","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It shows how Nixon decisively turned against his own FAP proposal and how he sought to bring Johnson’s anti-poverty initiatives to an end by finding ‘horror’ stories to discredit existing programmes. In doing so, the chapter argues that Nixon’s conservative shift has mistakenly been cited by historians as taking place after the 1972 elections, when in actual fact it occurred two years earlier. The chapter also charts the role anti-poverty politics in the 1972 elections, in which Nixon defeated McGovern in a landslide – partly by claiming that McGovern’s anti-poverty proposals were unrealistic. Finally, the chapter shows how the arrival of Gerald Ford in office did little to revive the War on Poverty’s fortunes.","PeriodicalId":185038,"journal":{"name":"The Republican Party and the War on Poverty: 1964-1981","volume":"13 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-05-21","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125642612","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It argues that the War on Poverty was passed in a distinctly partisan atmosphere by the Johnson administration, thus aggravating Republicans. Nonetheless, Republicans fell into the familiar trap of opposing an anti-poverty initiative during an era in which they perceived by Americans as out-of-touch and privileged. Finally, the chapter explores the efforts of Barry Goldwater and Ronald Reagan in campaigning against the War on Poverty during the 1964 election.","PeriodicalId":185038,"journal":{"name":"The Republican Party and the War on Poverty: 1964-1981","volume":"9 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-05-21","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"132277089","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In doing so, the chapter charts the disagreements in the Nixon White House, particularly those between aides Daniel Patrick Moynihan and Arthur Burns. Overall, in failing to pass FAP, the chapter argues that Nixon misread his own party, which had no interest in such a grand anti-poverty initiative. Moreover, his own poor party leadership was also to blame for FAP failing in Congress.","PeriodicalId":185038,"journal":{"name":"The Republican Party and the War on Poverty: 1964-1981","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-05-21","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130014448","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It shows how Nixon tread a fine line between conservative Republicans and progressive Republicans in seeking the party’s nomination. In harmony with conservatives, Nixon promised to return ‘law and order’ to the United States, but to appease progressives, Nixon also promised to pursue ‘black capitalism’. The chapter also argues that Nixon’s opposition to the War on Poverty – which he called the ‘clearest choice’ in the 1968 campaign - has been underappreciated by historians who have analysed the Nixon, Humphrey, and Wallace contest.","PeriodicalId":185038,"journal":{"name":"The Republican Party and the War on Poverty: 1964-1981","volume":"88 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-05-21","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124705392","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It begins by charting Reagan’s path to the White House and how this was helped by a political environment that was turning away from government solutions to social problems. It shows how Reagan had been the War on Poverty’s chief opponent throughout his political career and that he was successful in continuing to prosecute his anti-welfare message during the 1980 election against Jimmy Carter. The heart of the chapter then shows how Reagan was able to put his anti-poverty message into policy, through the passage of the Omnibus Budget and Reconciliation Act (OBRA). In doing so, Reagan demonstrated his talent as a party leader and his skill as a communicator.","PeriodicalId":185038,"journal":{"name":"The Republican Party and the War on Poverty: 1964-1981","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-05-21","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129339562","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
