By strengthening policy communication and economic cooperation with the countries along the road, it helps to exert the potential of trade between the “One Belt and One Road” countries, promote the output of traditional Chinese industries and lead the development of new manufacturing industries. Trade frictions between the United States and China are frequent and growing, and trade protectionism may pose a threat worldwide. Based on the perspective of BRI, this paper taking the development of international trade as the background expounds on the importance of the BRI to the high-speed railway (HSR) talent exchange between China and the countries along the silk road. {"title":"Approaches to Measure the Wider Economic Impacts of High-Speed Rail and Experiences from Europe","authors":"W. The high-priority components of this plan (for 2050) are a core network and nine core network corridors (CNCs), which the European Union intends to implement until the year 2030. The CNCs focus on improving connectivity, including harmonizing technology and organization as well as removing border resistance. Railways, in particular high-speed railways, are at the core of the CNCs. The evaluation of CNCs through conventional cost–benefit analysis (CBA) is too narrow and could lead to a patchwork of independent projects rather than an integrated network. Therefore, the European Commission has launched several studies on extending CBA with strategic approaches including wider economic impacts and long-term impacts on the environment, climate, and regional/social equity. As there has been no convention for a standard approach until now—contrasting CBA—we discuss several possible methodologies. If the skilled can move at higher speeds, then knowledge diffusion and idea spillovers are likely to reach greater distances. This paper uses the construction of China’s high speed rail (HSR) network as a natural experiment to test this claim. HSR connects major cities, that feature the nation’s best universities, to secondary cities. Since bullet trains reduce cross-city commute times, they reduce the cost of face-to-face interactions between skilled workers who work in different cities. Using a data base listing research paper publication and citations, we document a complementarity effect between knowledge production and the transportation network. {"title":"Demand Shocks, Airline Pricing, and High-Speed Rail Substitution: Evidence from the Chinese Market","authors":"Feng Wei, Jihui Chen, Lan Zhang","doi":"10.2139/ssrn.3030930","DOIUrl":"https://doi.org/10.2139/ssrn.3030930","url":null,"abstract":"We study the high-speed rail (HSR) substitution for air travel through the demand shocks triggered by two HSR events: the launch of Beijing-Shanghai high-speed rails (the “Jing-hu” HSRs) and the Wenzhou train accident. One novelty of our data is that the HSR events are exogenous to the airline industry, alleviating the common endogeneity concern. Using a difference-in-difference approach, we find some evidence of substitution based on the pattern of airfare adjustments during the sample period. Specifically, compared to those in the control group, mean airfares for routes along the Jing-hu HSRs decline by 30.4 per cent upon the launch, but rebound by 27.4 per cent following the accident. Furthermore, the two events have a larger impact on low-cost carriers (LCCs) and regional airlines, on tourism routes, and on flights that depart during evening hours than their counterparts, respectively. {"title":"Impact of Infrastructure Investment on Tax: Estimating Spillover Effects of the Kyushu High-Speed Rail Line in Japan on Regional Tax Revenue","authors":"N. The effects of the Kyushu high-speed rail line on the economy has often been debated. We estimated its impact in the Kyushu region by using the difference-in-difference method, and compared the tax revenues of regions along the railway line with other regions that were not affected by it. Our findings show a positive impact on the region’s tax revenue following the connection of the Kyushu rapid train with large cities such as Hiroshima and Osaka. Tax revenue in the region significantly increased during the construction in 1991–2003, and dropped after the start of operations in 2004–2010. The rapid train’s impact on the neighboring prefectures of Kyushu is positive. The difference-in-difference coefficient methods reveal that corporate tax revenue was lower than personal income tax revenue during construction. However, the difference in corporate tax revenues rose after connectivity with large cities was completed. A dataset including 1,016 housing communities from the 22 cities along the BJHSR line are analyzed in the tradition of the hedonic pricing model using three estimation procedures: a robust ordinary-least square regression, a Box-Cox transformation technique and a spatial econometric model. After controlling for physical characteristics of housing property, neighboring environment and locational accessibility, the study finds that the establishment of the BJHSR service has a considerable regional impact (including local effects and spillover effects) on housing values in medium and small cities but a negligible impact in larger capital cities.
