Chadwick","doi":"10.4337/9781789903096.00009","DOIUrl":"https://doi.org/10.4337/9781789903096.00009","url":null,"abstract":"In our post-2016 moment – after the inaccurate and misleading Facebook advertising in the Brexit referendum; after the disinformation and misinformation crisis of the 2016 United States presidential campaign; after revelations of the massive scale of automated social media activity designed to manipulate public attention during key political events, some of it sponsored by Russian intelligence agencies; after the Cambridge Analytica/Facebook data breach scandal; after the live-streamed New Zealand terrorist massacre of March 2019 – the mood among digital media researchers is one of deep pessimism. So much has been lost of the optimistic visions for democratic change that once underlay scholarship in the field. Yet, even more troubling is the view that many of the pathologies of the post-2016 crisis have always been present in some form but were too often neglected. We set out a research agenda for answering the question of how platform power is held accountable that is both empirical and normative. Empirically, we emphasize the need to trace how accountability actually operates in practice. What accountability mechanisms exist, how are they used by publics, how do platforms respond, and with what effects? At the same time, we outline a normative agenda to investigate what genuine accountability requires and how existing accountability practices compare to this standard. Informed by deliberative approaches to democracy, and drawing in particular on Rainer Forst’s work on justification, we argue that the accountability of platforms is a question of their power being justified adequately to affected publics and that this depends on the quality of the discursive processes through which decisions about platforms are justified. In this book, a number of freshly minted agendas are put forward for research that could shed light on such questions as the following: Will the Internet and related digital media bring democracy to the world, or ‘kill’ democracy (Bartlett, 2018)? Are digital media reconfiguring access to information and people in ways that will empower citizens? Will the technologies of search and social media enable the public to be better informed about a wider range of issues, or will they be trapped in filter bubbles and echo chambers? Have digital media undermined mediating institutions, such as the quality press, in ways that are fostering nationalist and populist sentiments? Are social media and distributed intelligence leading to the ‘death of expertise’ (Nichols, 2017)? Will individuals be able to protect their privacy online, or will their personal data be mined by the big tech companies (Zuboff, 2019)?
