Development policy is the tool of engagement and as such the interrelationships governing the interaction become the cement toward consensus building. There is increasing interest in using systems thinking to help policy-makers facilitate interaction among people, encouraging inclusion and diversity, and making interconnectedness of things critical to policy delivery. The cycle of unintended consequences that derails policy objectives can better be managed by applying a systemic approach that builds on data, engagement, perceptual dynamics, and contextual underpinnings to engender a shared purpose. This participative consciousness can increase policy-makers’ capacity to communicate, establish trust, and invariably block self-centered efforts of powerful individuals who stand to gain from policy capture. Understanding the relational dynamics (lattice of interdependence) can help to better deal with the structure of the resource system. Because the major source of uncertainty is the lack of knowledge, the structure of the resource system, its boundary and internal characteristics must be established. {"title":"Does Trade Secrets Protection Affect Human Capital Investment? By exploiting the staggered adoption of the Inevitable Disclosure Doctrine (IDD) by the U.S. state courts as an exogenous shock that significantly reduces employee mobility, we employ a difference-in-differences (DiD) approach and find that the adoption of the IDD, on average, leads to higher deviation from the optimal employment level explained by the underlying economics (i.e., lower labor investment efficiency) for firms headquartered in that state, whilst the rejection of the previously adopted IDD results in lower deviation from the optimal employment level (i.e., higher labor investment efficiency). Further analyses show that the impact of the IDD adoption on corporate employment decisions is primarily driven by firms’ overinvestment in labor, suggesting that firms strategically engage in precautionary human capital hoarding in response to the reduced talent supply in the labor market and consequently higher labor adjustment costs. Our cross-sectional analyses show that the impact of the IDD adoptions on corporate employment decisions is more pronounced for (1) firms in high-skill industries and (2) firms facing high levels of product market competition. In order for organizations to cope with the uncertain and fast changing economic and business environment, these organizations need to innovate in order to achieve flexibility. In simple terms, the organizations must develop strategies leading to the ability of these organizations to provide horizontal information connections across the supply chain to create and deliver products that meet customer needs, by synchronization of customer demands with product creation. The generated information will create efficiency and effectiveness throughout the whole supply chain regarding production, storage and distribution, as well as eliminating redundant activities and reduction in response time. In an integrated supply chain, spanning activities include coordination with distributors and suppliers. This paper explains how through postponement strategies, flexibility can be achieved in an organization. In order to achieve the above, a thorough literature review was conducted via the search of online websites that contains material from scientific journal data-bases, articles and textbooks on the subject of postponement and flexibility. The findings of the research are found in the last part of the paper. The first part introduces the concept of postponement and its importance in supply chain management.
