The framework distinguishes among four analytic levels: institutional context, organizational routine, individual consciousness and the external reporting environment. By analyzing the historical materials such as memoirs and notes of Chinese correspondents, this study found that Chinese correspondents in Japan determined the direction of reporting activities by following the central leaders’ instructions and the central government’s documents. They identified specific news stories by conforming organizational routines and reporting guidelines. Moreover, they wrote the news story by integrating journalistic professionalism and personal recognition and understanding towards Japan. At last, they have gained the convenience from the people who are friendly to new China, whereas they still meet restrictions in news gathering and reporting in Japan. The reporting activities of Chinese correspondents promoted the establishment of diplomatic ties between China and Japan, which is in line with the needs of the foreign policy and the domestic policy of Chinese government in the early days of new China. Indeed, public communication has been practically shaken up and transformed, while it thought itself to be safe from any risk of competition. For a long time, it has remained confined to classic patterns in its practice. In a context of digitalisation, can outdated methods of public communication continue to be applied in an environment that has become digital? Such is the question to which we shall endeavour to answer by analysing the digital transformation of public communication in Cameroonian institutions, from the observation and then the analysis of the practice of public communication in administrations. The aim of this research is to show how the development of digital means of communication contributes to bringing institutions closer to citizens. Faced with the hypothesis according to which the institutions studied have been ambushed by this digital turn, we argue that though it is possible to detect a desire to catch up, the major difficulties lie in the professionalization of practices and the institutional adequacy between the goals of public communication and the decongestion of func-tions. To verify this hypothesis, we used qualitative techniques to study the use of digital tools in the communication of several Cameroonian public administrations. It results in misunderstandings and risk-taking actions that have a negative psychological effect. The Infodemic intensified the effects of the pandemic. This study aimed to evaluate how Infodemic made people squandered, which caused psychological damage. Primary and secondary data have been used, and 310 usable questionnaires have been collected for this study using a purposive sampling technique. For data analysis, SPSS-22 software has been used. The study found that people are bewildered, causing Infodemic rapidly spread on digital platforms and creating psychological pressure. The study has recommended that all netizens should apply common sense to believe any news, check the authenticity of the news through various prescribed websites, and talk with the concerned authority for clarification so that they could clog any unwanted situation. Our findings give insights into how Infodemic and psychological effects are closely associated with handling such situations at the initial phase.
