The design of this research was descriptive qualitative research. The number of population were 461 students. The data were collected through interview. Based on the result of data analysis, it was found that the problems encountered by the students were the students had less practice in answering HOTS questions, the students do not have enough time to thoughtfully complete the test and the students found many unfamiliar vocabularies. Besides, to find out the causes of students’ problems in answering HOTS questions, the researcher also used semi structure interview.
