The results showed that the human resources of LAGs are mostly satisfactory, with strongly emphasized needs for education and support. Their budgets are growing, but the need to diversify funding sources and greater allocation of financial resources can be seen. The extensive administrative requirements are an obstacle to the effective work and development of LAGs. Some needs, such as greater autonomy and flexibility, which would improve their community work and ways in which they support local development, are highlighted. Abstract

Local Action Groups (LAGs) embody the LEADER approach to rural development. In the Croatian context, the application of the LEADER approach in multi-sector planning of local development began in the late 2000s with the participation of civil society organizations and continued from that time so today we have 54 active LAGs.
