Multi-Agency Foresight with One Health Approach

Abstract

European societies are facing increasingly complex and interconnected challenges at the intersection of human, animal and environmental health. These challenges are driven by climate change, environmental degradation, technological transformation and geopolitical uncertainty. Addressing these challenges requires coordinated, anticipatory responses that transcend sectoral and agency-specific approaches. This report explores how multi-agency Foresight, grounded in a One Health perspective, can strengthen the European Union's capacity for anticipatory governance. Led by EFSA, the work was carried out by the Foresight on Demand Consortium in collaboration with members of the EU-ANSA Futures Cluster. The project combined horizon scanning, scenario development, participatory workshops, surveys and interviews. The analysis identifies changes that will shape future challenges and examines how different governance, technological and societal developments will influence preparedness, resilience and equity. Based on these findings, the report outlines strategic areas for multi-agency Foresight and suggests an adaptive, modular approach to Foresight that can be adapted to the different needs of EU agencies. The results will also be helpful to individual agencies in supporting their own strategic planning and programme development.
