Furthermore, modern approaches used in developed countries for implementing flexible employment policies under the concept of flexicurity were analyzed and summarized in a matrix. Abstract

The challenges of the modern world led to changes in business organization, including forms of labor organization. The use of flexible forms has become a modern tool for human resource management in a changing environment. The concept of flexicurity has been used in European countries for a long time. 乌克兰实施灵活保障概念的本质和特点
现代世界的挑战导致了企业组织的变革,包括劳动组织形式的变革。在不断变化的环境中,使用灵活的形式已成为人力资源管理的现代工具。灵活保障的概念在欧洲国家应用已久。本研究采用书目分析 VosViewer 和谷歌趋势的方法,从三个主要角度研究与灵活就业政策有关的问题:a) 制度(国家在劳动力市场监管中发挥核心作用);b) 反危机(意味着实施灵活就业政策以应对经济危机和雇主降低人事成本的努力);c) 企业(侧重于员工需求和企业社会责任)。此外,还对发达国家在灵活保障概念下实施灵活就业政策的现代方法进行了分析,并以矩阵形式进行了总结。这一分析为乌克兰今后的研究提供了宝贵的见解,包括对自由职业、众包和自营职业等非标准就业形式的监管和法律规定;制定战略,吸引无法在劳动力市场上竞争的各类人口(机会有限的人、首次找工作的年轻人、有孩子的妇女、退休年龄的人)以非标准形式就业;对大量背井离乡的境内流离失所者和难民采用灵活的就业形式,这将降低该国的失业率。
