For this reason, the paper breaks the traditional regional emergency rescue mode and proposes a cross-regional emergency material allocation model with the goal of the lowest transportation costs, the shortest delivery time and the maximum satisfaction of the victims. Finally, Numerical experiment and analysis are conducted to demonstrate the feasibility of the proposed model. 摘要

应急物资配置是提高应急救援效果、减少灾害损失的关键,已成为应急响应领域的研究热点。然而,从跨区域救援的角度进行灾害应对时,却很少考虑到这一点。为此,本文打破了传统的区域应急救援模式,提出了以运输成本最低、运送时间最短、灾民满意度最大为目标的跨区域应急物资分配模型。最后,通过数值实验和分析验证了所提模型的可行性。结果表明,该模型能提高应急物资分配效率和公平性,为跨区域应急救援提供方法和决策支持。
