The main problem of the systems that are offered for purchase to universities is analyzed and summarized. The criteria that electronic libraries must meet, the basic principles of building and developing own electronic library and information systems of universities are considered. The types of users who can work with the system, the content that the electronic library should contain, are described. Structural schemes of the electronic library system of the university and its elements are given. The schemes meet regulatory requirements and take into account the specifics of the work of higher educational institutions. The basic elements and modules of the electronic library system, their main functionality and content components are presented.
