Dalam rangka mengukur keterampilan berpikir evaluasi yang dimiliki mahasiswa, dibutuhkan instrumen penilaian. Selama ini, belum ada instrumen penilaian yang digunakan untuk mengukur keterampilan ini. Metode penelitian ini adalah Research and Development (R&D) yang langkah–langkahnya terdiri atas potensi dan masalah, pengumpulan data, desain produk, validasi desain, revisi desain, uji coba produk, revisi produk, uji coba pemakaian, revisi produk, dan produk final. Penelitian ini bertujuan untuk mengembangkan instrumen Metacognitive Self–Assessment yang valid dan reliabel untuk mengukurketerampilan berpikir evaluasi dalam membaca teks sains berbahasa Inggris. Berdasarkan hasil penelitian, diperoleh bahwa instrumen Metacognitive Self–Assessment valid dan reliabel, sehingga instrumen Metacognitive Self–Assessment layak digunakan untuk mengukur keterampilan berpikir evaluasi dalam membaca teks sains berbahasa Inggris. Based on the results of the literature study, it was known that every student has  high order thinking skill, one of them is evaluation thinking skill used to evaluate the content of reading and literature. In order to measure of evaluation thinking skill possessed by student, an assessment instrument is needed. So far, there was no assessment instrument used to measure the skill. This Research and Development (R & D) research consisting of potential and problems, data collection, product design, design validation, design revisions, product trials, product revision, utility testing, product revision, and final product, aimed to develop Metacognitive Self-Assessment instrument which valid and reliable for measuring evaluation thinking skill in reading English science texts.
