Emergency resources storage takes an important role in emergency management research which decides whether the disaster relief process can be carried out smoothly. However the emergency resources storage construction is a complicated project. This paper aims to study the regional emergency resources storage. We analyse the necessity of regional emergency resources storage and the first step of regional emergency resources storage system is region division. A two-stage stochastic programming model is proposed to solve the region division problem.
