From a qualitative approach, it studies the different modes of public intervention aimed to create the “business environment”, including tax benefits, investments in infrastructure, transportation, urban space and equipment; and the discursive framework put into play to transform the images and senses that bear upon these areas of the city. The article proposes a methodological crossover to render an account of the specific forms that public action assumes in the public-private articulation.
