Geographically, Southwest China, rich in carbon sinks but less developed, will be given more quotas if carbon sinks are included than if they are not, while North China, poor in carbon sinks but more developed, will assume more responsibility for reducing emissions. 摘要

公平的区域二氧化碳分配方案是实现碳峰值和碳中和的重要保证。现有的二氧化碳分配研究大多侧重于碳源,而忽视了碳汇的作用。本文首先将遥感技术估算的碳汇与多维度识别的碳源相结合,分析了2015年中国二氧化碳净排放特征。然后利用2015年的历史数据,借助Python编程,建立集中式DEA模型,构建2020年和2030年的二氧化碳净分配方案。在此基础上,进一步对比考虑碳汇和不考虑碳汇的分配方案,验证所提分配结果的合理性。结果表明,考虑碳汇的二氧化碳净分配方案能够缓解省际碳配额的分散,平衡区域间的发展。从地域上看,碳汇丰富但欠发达的西南地区,如果纳入碳汇,将获得比不纳入碳汇更多的配额;而碳汇较差但较发达的华北地区,将承担更多的减排责任。我们的论文阐明了将碳汇纳入二氧化碳分配问题的重要性。
