The Report is based on a study of juvenile delinquency by a sub-committee over which Mr. John A. F. Watson, Chairman of the South-East London Juvenile Court, presided. The shortage of remand homes for those under the age of seventeen, and the substitution as a temporary expedient of cottage homes for groups of small children, are discussed and also the need for vigilant supervision in remand homes in order to prevent contamination. Another suggestion of the sub-committee is the abolition of the power of the courts to order Whipping for boys under the age of fourteen, and also the abolition of imprisonment for boys and girls under seventeen, although until some alternative treatment is found for offenders for whom Borstal is inadequate it is realized that the power to order imprisonment must remain. Another system deplored is that of keeping young persons in prison whilst awaiting their transfer to a Borstal institution.
