The objective of this study is the documentary analysis of the criteria for allocation of financial resources of the SUS.</p><p><strong>Methodology: </strong>The 13 legislative and infralegislative frameworks, published between 1988 and 2023, available in three official databases, were used.</p><p><strong>Results: </strong>Intra-textual incoherence and inter-textual disarticulations were found that impact the calculation of the values for decentralized financing of the SUS.</p><p><strong>Conclusions: </strong>In the period studied, the apportionment of resources did not meet the criteria defined in the constitutional and infra-constitutional provisions.
