Combining anomaly and unitary requirements, an upper bound on the rank of the abelian U(1) gauge symmetries that can consistently couple to the <span></span><math>\n <semantics>\n <msub>\n <mi>AdS</mi>\n <mn>3</mn>\n </msub>\n <annotation>${\\rm AdS}_{3}$</annotation>\n </semantics></math> gravity is derived. Explicit realisations are given of these constraints by determining the range of the Chern–Simons level <span></span><math>\n <semantics>\n <msup>\n <mi>k</mi>\n <mi>G</mi>\n </msup>\n <annotation>$k^{G}$</annotation>\n </semantics></math> corresponding to a bounded <span></span><math>\n <semantics>\n <msub>\n <mi>AdS</mi>\n <mn>3</mn>\n </msub>\n <annotation>${\\rm AdS}_{3}$</annotation>\n </semantics></math> radius.
