Research has found that: (1) Investment-based, expense-based, and informal environmental regulations all exhibit a compelling reverse emission reduction effect on transportation carbon emissions efficiency, but the effect of informal environmental regulations is significantly lower than that of investment-based or expense-based environmental regulations. (2) There is a neighborhood-divergence spatial spillover effect in the efficiency of transportation carbon emissions, which is mainly caused by expense-based environmental regulations. (3) Heterogeneous environmental regulations indirectly affect transportation carbon emission efficiency by the advanced and rationalized industrial structure, technological research and development, and foreign direct investment. (4) There is a complementary effect between investment-based and expense-based environmental regulation, as well as informal and investment-based environmental regulation.
