This paper, from the perspective of government digital governance, investigates its impact on enterprises' GTFP and the underlying mechanisms. The findings reveal that government digital governance significantly improves enterprises' GTFP, primarily through two mechanisms: resource acquisition and resource reconfiguration. Specifically, digital governance contributes to higher GTFP by alleviating financing constraints and strengthening enterprises’ green innovation capabilities. Heterogeneity analysis further indicates that the positive effect of government digital governance is more pronounced among state-owned enterprises, heavily polluting enterprises, and non-high-tech enterprises. 摘要

在全球气候变化和资源环境挑战日益严峻的背景下,提高企业绿色全要素生产率已成为实现可持续发展的重要途径。本文从政府数字治理的视角出发,研究了数字治理对企业GTFP的影响及其机制。研究发现,政府数字治理主要通过资源获取和资源重构两种机制显著提高企业的GTFP。具体而言,数字治理通过缓解融资约束和增强企业绿色创新能力,有助于提高GTFP。异质性分析进一步表明,政府数字治理的积极作用在国有企业、重污染企业和非高新技术企业中更为明显。本研究不仅丰富了政府数字治理与企业绿色发展的跨学科研究文献,也为政策制定者提供了有价值的实践启示。
