The problems of the management system of SD of territories are associated with the limitations of the apparatus for making managerial decisions, approaches to goal setting and situation analysis. The solution of these problems is possible in the formation of a strategy adequate to the objectives of the territory's SD, one of the main elements of which is a stimulating mechanism. Modern tools for stimulating eco-friendly behavior are developing towards influencing consumption and individual consumers, without taking into account the conditions on the territory and the indirect contribution of capital. The incentive mechanism leads to increased exploitation of the weakest stakeholders. The qualitative development of technologies reduces the pressure on the environment - the exploitation of the ecological potential of the territory. However, the identified MODER shows that the exploitation of the social potential of territories does not decrease and there are no prerequisites for this within the framework of the dominant methodology. The economic participation of state structures in causing economic damage from emissions of pollutants by motor vehicles and the need for its assessment, which will increase the efficiency and integrity of management decisions of the bureaucracy, are substantiated. The identified MODER of indirect participants in pollution by motor vehicles is associated with the transition from the “polluter pays” (PP) principle to the “consumer pays” (CP) principle. It manifests itself in shifting the main economic burden, the consequences of inefficient management and rent-seeking behavior to individual users and the local population. The impact of the dilution of property rights on incentives and behaviors can largely be transferred to the dilution of the economic responsibility of participants in pollution by motor vehicles. In conditions of shifting responsibility to end users, the main stakeholders are less inclined to reduce negative consequences. This is partly due to the use of negative externalities in decision-making and the formation of strategies for the development of territories. The results of the study show the need for the main stakeholders to take on more responsibility and reduce the possibility of redistributing responsibility to other levels of decision-making. The lack of the responsibilities of bureaucracy and capital, as well as the need to assess the themselves, reduces the incentives to improve the effectiveness of decisions. The dilution of the economic responsibility of participants in motor vehicle pollution increases the cost of benefits and transfers the bulk of the costs of internalizing economic damage to the population of the territory. The MODER stimulates the growth of transaction costs, which in turn prevent the reduction of environmental pollution. Whatever specific form dilution takes, it means that there are restrictions on the choice of the most effective alternatives in terms of the goal of the Territory's transition to SD. The results of the study allow us to shift the focus from reducing consumption to sharing responsibility. Sharing economic responsibility among all participants in pollution is a fairer and most likely more effective way to solve environmental problems.
